City of Hoopeston City Council met Nov. 1.

Here are the minutes provided by the council:

I. EASEMENT ON LINCOLN ST

The public hearing was opened at 6:35 p.m. to hear questions and comments on the Vacating an 85 feet public easement on Lincoln St. Between CSX Railroad Lines. Lincoln Street has been closed at the Railroad. The hearing closed at 7:00 p.m.

Pledge of Allegiance: Led by clerk Lane

I. CALL MEETING TO ORDER: by Clerk Lane

II. ROLL CALL: Seven council members present: Eyrich, Ferrell, Garrett, Gonzalex, Lawson, Porth and Richards. Ankenbrand was absent. Mayor Wise was remote.

Clerk Lane asked for nomination for Temporary Chairman of the council meeting. Eyrich nominated Lawson seconded by Ferrell. Roll call vote was taken and Lawson was approved as Temporary Chairman seven to zero. Lawson took command of the meeting.

III. APPROVAL OF AGENDA: Porth moved to approve the agenda seconded by Garrett. Agenda was approved 7 to 0.

IV. MINUTES FROM PRIOR COUNCIL MEETING: Richards moved to approve minutes of the prior meeting seconded by Eyrich. Minutes were approved 7-0.

V. PAYMENT OF BILLS: Garrett moved to approve payment of the bills seconded by Porth. Roll call vote taken and bills were approved for payment seven to zero.

IX. REPORT OF OFFICERS:

a) Ankenbrand: Chairman Lawson announced that Alderman Ankenbrand has resigned creating a vacancy for Ward II Alderman.

b) Eyrich: The Valve Insertion Machine is scheduled to be delivered this week. 

c) Ferrell: The Halloween events went smoothly and thanks to the JCs for the Spooktacular. Thanks to the park employees for helping with the tire collection. Over 800 tires were collected. An application for a “Facade Grant” that was requested by Jeremy Deck had been turned down by the façade committee because the request did not meet the program requirements. In discussion some council members felt the rules of the program should be revisited. Alderman Eyrich made a motion to re-evaluate and update the Façade Program. Richards seconded the motion. Roll call vote was taken and the motion passed 7-0.

d) Garrett: The baby section of Floral Hill Cemetery is undergoing improvements. Garrett made a motion to purchase 99 granite pavers for the baby section from Cox Memorials at a cost of $40 each for a total of $3960. Ferrell seconded the motion. Roll call vote was taken and the motion passed seven to zero.

e) Gonzalez: Alley clean-up is finishing leaf clean-up will begin next week.

f) Lawson: The committee is looking to purchase a new ambulance.

g) Porth: Nothing to report.

h) Richards: Chose not to pursue purchasing fencing between the football field and home owners. It was mentioned that the other home owners had purchased their fencing not the city. The construction of the skate park will begin soon. Concrete should be poured this week and equipment should arrive the end of the month. The construction of a water fall at the lagoon has begun.

X. COMMUNICATIONS TO COUNCIL: ERH Annual Dinner

XIII.MAYOR COMMENTS & BUSINESS: A cooperation agreement between the Housing Authority of the City of Danville and the City of Hoopeston is still pending. Ferrell made the motion to enter into the agreement with a second by Richards. Roll call vote was taken. The agreement was approved by council 7 to 0.

Ferrell made the motion to adopt Ordinance 2023-9. The ordinance permanently vacates and closes the East Lincoln St. Crossing of the CSX railroad tracks. Richards seconded the motion. Roll call vote was taken and the motion passed seven to zero.

XIV. ATTORNEY REMARKS: Title report has been ordered for 511 W. Main St. No news on Bzzs Bar. 

XV. NO EECUTIVE SESSION

XVI.ADJOURN: Richards moved to adjourn seconded by Ferrell. Council adjourned at 7:36 p.m. Gail Lane, City Clerk
