City of Hoopeston City Council met Nov. 15

City of Hoopeston City Council met Nov. 15.

Here are the minutes provided by the council:

I. CALL MEETING TO ORDER: by Mayor Wise following the Pledge of Allegiance.

II. ROLL CALL: by Clerk Lane: Council members present in person were Eyrich, Ferrell, and Lawson.

Alderman Richards was present by remote. Quorum was reached with Mayor Wise.

III. APPROVAL OF AGENDA: Motion made by Ferrell seconded by Eyrich. Council approved the agenda 4-0.

IV. MINUTES OF PRIOR COUNCIL MEETING: Motion made by Lawson seconded by Ferrell to approve minutes of the November 1 council meeting. Minutes were approved 4-0.

V. PAYMENT OF BILLS: Motion made by Eyrich to approve payment of bills seconded by Lawson.

Roll call vote was taken and bills were approved five to zero with the mayor voting aye.

VI. NO PRESENTATIONS

VII. NO PETITIONS TO COUNCIL

VIII. PUBLIC COMMENT: Sue Comstock commented on abandoned buildings and the Firestone

Building fire, asking what and when will council get something done about vacant buildings.

IX. REPORT OF OFFICERS

a) Eyrich- had nothing to report.

b) Ferrell- Thanked the first responders and outside fire departments for the help with today’s fire at the old Firestone Building. She reported that the house at 740 E Main was removed with money that was left from the demolition funds. At the Land Bank’s recent meeting a vote on reducing the number of members was taken and failed. The number of members remains at 21 with Hoopeston having two members.

c) Garrett- absent

d) Gonzalez- absent- Mayor Wise asked for a motion to approve payment of the remaining balance to SNC Construction from MFT for the sidewalk work. Ferrell made the motion to approve payment to SNC Construction for the balance of $15,690. Eyrich seconded the motion. Roll call vote was taken and the motion passed 5 to 0 with all four council members and the mayor voting yes.

e) Lawson- the committee is working on an ambulance deal.

f) Porth- absent

g) Richards- Concrete has been poured for the skate park. A roof was blown off a shelter in the wind storm. A quote has been obtained for repairs and will be turned in to insurance.

X. NO COMMUNICATIONS TO COUNCIL

XII. NO NEW BUSINESS

XIII. MAYOR REMARKS: Plans for a frontage road are being looked at. The road would run parallel to Route 1 in front of the new NAPA building.

The Hoopeston Library and the Post Office are in need of an insured company for snow and ice removal.

Addressing the fire that happened and abandoned buildings in the city Mayor Wise reported that the city could not do anything without having title to the properties. As of now the city does not have title to the Crunch’s building and if the other buildings were removed it would likely fall in as well.

Bzzs Bar property was pulled from the county tax auction. Litigation is ongoing.

XVI. ADJOURN- Motion to adjourn by Ferrell, seconded by Lawson. Council adjourned at 7:25 p.m.
