City of Urbana Civilian Police Review Board Met April 16.

Here is the minutes provided by the board:

MEMBERS PRESENT: Ricardo Díaz, Scott Dossett, Anthony Rice.

MEMBERS NOT PRESENT: Tony Allegretti, Katrina Kindle

1. CALL TO ORDER, ROLL CALL, AND DECLARATION OF QUORUM

Chair Ricardo Diaz called this special meeting of the Urbana Civilian Police Review Board to order at 6:00 p.m. Chair Diaz stated that Tony Allegretti and Katrina Kindle would not be able to attend. Diaz stated procedure would include public input, followed by closed session, decisions, and finally adjournment.

2. PUBLIC PARTICIPATION

Emily Close shared comments that she felt more notice should be given about CPRB meetings in order to increase public attendance and participation. She further shared that last minute notification did no help CPRB in Thea fore mentioned areas.

Ricardo Diaz reminded that regular CPRB meetings are already scheduled and listed on the City of Urbana website. Whereas Appeals Hearing meetings are scheduled differently based upon Board members’ schedules and Hearing Officer Availability.

3. MOTION TO GO INTO CLOSED SESSION FOR THE PURPOSE OF CONDUCTING AN APPEAL HEARING pursuant to 5 ILCS 120/2(c)(1) to consider and/or hear testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.

4. Tony Rice made a motion to go into closed session for the purpose of conducting an appeal hearing on cases AP20-03, AP20-11, AP20-12, AP20-14, AP20-19, AP20-20, AP20-33, AP20-38, AP20-42, AP20-43. Scott Dossett seconded the motion. The motion carried by a roll call vote.

5. MOTION TO RECONVINING PUBLIC SESSION TO UNDERTAKE SUCH ACTION, IF ANY, AS THE BOARD DEEMS APPROPRIATE

Chair Ricardo Diaz called for a motion to return to open session. Scott Dossett made the motion. Tony Rice seconded the motion. The motion carried by roll call vote.

Chair Ricardo Diaz called for a motion to vote on case AP20-03. Scott Dossett made a motion on case AP20-03 that the Civilian Police Review Board sustain the findings of the UPD Police Chief. Tony Rice seconded the motion. The motion carried by roll call vote as follows: Diaz – no; Dossett – Yes; Rice - Yes.

Tony Rice made a motion on case AP20-38 that the Civilian Police Review Board sustain the findings of the UPD Police Chief. Scott Dossett seconded the motion. The motion carried by roll call vote as follows: Diaz – Yes; Dossett – yes; Rice – yes.

Chair Ricardo Diaz called for a motion to vote on case AP20-33 to REMAND for further information and investigation. The motion so moved by Scott Dossett. Tony Rice seconded the motion. The motion carried by roll call vote as follows: Diaz – yes; Dossett – yes; Rice – yes.

During case review City Administrator Carol Mitten made a correction for the record that it was case AP20-38 that was sustained, and case AP20-33 that was remanded.

8. ADJOURNMENT

Scott Dossett made a motion to adjourn. Scott Anthony Rice seconded the motion. The motion carried by a roll call vote.
