There being a quorum virtually present, Mayor Marlin called the meeting of the Urbana City Council to order at 7:00pm.

CM Miller made a motion to approve minutes from the January 11, 2021 and January 19, 2021 (Public Hearing). Seconded by CM Brown and carried by roll call vote as follows:

1. Public input via zoom from the following people: Melinda Carr, Tracy Chong, Colin Dodson, Angel Johnson, Christopher Hansen, Meghan McDonald, Rev. Dr. Evelyn B. Underwood, Julie Watkins, Grace Wilken, some of the comments included: Freedom of Information Act (FOIA) issues and denying access to records; lack of transparency with the Human Relations Ordinance; put differences aside and work together; does the council have anything to say about the Use of Force presentation from 01/11/2021; why is the U of I rapid testing not being offered to Urbana residents; in support of gender inclusive resolution; grants process should be more transparent; there should be a way to inform residents about events or emergencies other than social media; concerns about implicit racial biases.

CM Hursey made a motion to approve the consent agenda as forwarded from committee. Seconded by CM Wu. After clarification from City Administrator Mitten the motion carried by roll call vote as follows:
City Clerk Clark reminded council that any items in the consent agenda are not open for discussion.

H. REPORTS OF OFFICERS
City Administrator Carol Mitten announced that CPRB will be meeting Wednesday, January 27, 2021 at 5:30p.m. to discuss feedback received from the public about changes they would like to see in the structure of the CPRB or its ordinance.
CM Wu reminded the audience of the Community Development meeting tomorrow night which meets once a month.
Mayor Marlin made the following announcements:
∙ Sign up for 65 and older vaccination are now open people can call 217-239-7877 to make appointment
∙ The University of Michigan entire athletic department was shut down for two weeks due to exposure to the second strain of the virus
∙ Saliva expansion still in the works, the city does not have control when it will roll out, the University of Illinois is very committed to making this happen.
∙ The White House will be providing COVID briefing three times a week
∙ She emphasized that vaccines are free and no one should be paying
