1. CALL TO ORDER

The Public Utilities Committee of the Village of Belgium was called to order by committee chair Dan Wolff at 6:00 PM, in the Village Hall, 104 Peter Thein Ave, with the following members present:

PRESENT: Trustee Don Gotcher, Trustee Clem Gottsacker, and Trustee Dan Wolff

EXCUSED:

a) A quorum was established.

b) The meeting is compliant with Wisconsin Open Meeting Laws.

c) All stood for the Pledge of Allegiance and a moment of silence.

3. APPROVAL OF MINUTES

a) Approve minutes of Public Utilities meeting September 28, 2020:

Moved by Clem Gottsacker, seconded by Dan Wolff, to approve meeting minutes

MOTION CARRIED by the following votes:

Ayes: Clem Gottsacker and Dan Wolff

Abstain: Don Gotcher

a) Discussion, planning, and possible recommendation for Capital ImprovementProject - Utility, Road and Pond Construction for Elevator Lane, North Street,Elm Street, Commerce Street, and Park Street: DPW Superintendent Dan Birenbaum shared a Technical Memorandum from McMahon Engineering which summarizes the project, provides a timeline and preliminary probable cost. The proposed bid date is March 2021 with a completion date of September 2021 for the underground water and sewer repair. It is proposed to complete the street and stormwater portion in 2022 as a separate project. Treasurer Vickie Boehnlein provided funding information for the project. The water and sewer repair could be funded with a$955,000 General Obligation five year Bond. Birenbaum added that residents residing in the project area will need to be informed of the project and notified of the special assessment for the sewer lateral connection fees.

Moved by Dan Wolff, seconded by Clem Gottsacker, to recommend going forwardwith the water and sewer portion of the project in 2021.

MOTION CARRIED by the following votes:

Ayes: Don Gotcher, Clem Gottsacker, and Dan Wolff

b) Discuss and review response plan for Notice of Non-Compliance Sanitary Sewer Overflow which occurred on October 2, 2019: The committee reviewed the Corrective Action Plan. The Village received DNR approval of the plan on February 2020. The proposed water and sanitary sewer project discussed in item 4.a will qualify as a Corrective Action Plan item.

5. ADJOURNMENT

Clem Gottsacker made a motion to adjourn at 6:24 pm. Motion was seconded by Dan Wolff.

MOTION CARRIED unanimously.
