The Village Board of the Village of Belgium was called to order by President Pete Anzia at 7:00 PM, in the Village Hall, 104 Peter Thein Ave, with the following members present:

6. BELGIUM AREA CHAMBER OF COMMERCE REPORT
BACC Director Tara Williams provided a summary of Christmas Parade, 40 floats, well attended. Next event is Brew & Chew April 17 at Buechler Farms.

9.d. Approve Certificate of Payment #2 ($48,342.49) and #3 ($22,623.58) for County Road KW water main loop and County Road LL sanitary sewer repair:

9.g. Annual Approval to write off inactive utility accounts with credit balances per PSC recommendations and write off uncollectable Personal Property accounts: Treasurer Vickie Boehnlein clarified that these are inactive accounts.

9.h. Approve recommendation of Public Utilities committee to proceed with the water and sewer portion of the Capital Improvement Project for utility reconstruction on Elevator Lane, North Street, Elm Street, Commerce Street, and Park Street in 2021: DPW Superintendent Dan Birenbaum explained that due to contractor work load, it is beneficial to complete the project in 2021. Vickie Boehnlein explained that a 5 year loan would be needed to finance the cost of the project. There was discussion of potential grants for the future stormwater project.

9.i. Approve replacement of Scada Computer at Wastewater Treatment Plant: Wastewater Superintendent Paul Bley explained there was an unexpected need to replace the Scada Computer. The estimated cost would be $8,000 split 50/50 between Water and Sewer Funds. Vickie Boehnlein is recommending that money from Fund Balance be used to cover the unexpected expense.
