City of Hoopeston City Council met Dec. 1

Pledge of Allegiance
• Call meeting to Order: Mayor Crusinberry
• Roll Call: Six council members were present: Ankenbrand, Florek, Goodwine, Lawson and Wise. McElhaney arrived after payment of bills.
• Amendment or Approval of Agenda: Motion to approve by Goodwine and Second by Lawson. Agenda was approved 5-0.
• Minutes from prior meeting: Motion to approve by Ankenbrand second by Florek. Minutes approved 5-0.
• Payment of Bills: Motion to approve payment of bills seconded by Lawson. Bills approved for payment roll call vote 5-0.
• Presentations:None
• Petitions to Council: None
• Report of Officers:
• Ankenbrand: Nothing to report.
• Florek: Florek moved to approve final payment to Donahue for work done for the Water/Sewer Extension project. Final payment is $5,132.68. The motion was seconded by Ankenbrand. Roll call vote taken and the motion was approved 6-0.
Goodwine: Nothing to report.
• Wise: Street and Alley has finished with picking up leaves. Issues with the Lincoln Street closure have risen. Truckers are ignoring the signs and directions to Teasdale Foods and get stuck when they cannot turn around at the tracks where the street is closed. Several options to try to alleviate the problem were discussed. Wise also brought up a suggestion to review the city's traffic flow and maybe consider allowing parking on only one side of streets that may be in school areas or narrow streets. Paul Kelnhofer has requested the city vacate the alley that runs along the former FMC property. He owns the adjacent lot and wishes to fence in all around the property
• Lawson: Announced a Fire and Ambulance meeting for Tuesday December 8. There have been many complaints regarding the garbage pick-up service. Some residents have had issues with being missed, service being several days late and subs not aware of the route. Goodwine will get in touch with those in charge
Communication: June and George Neal sent a note expressing their appreciation for the beautiful park.
No unfinished Business.
New Business: A presentation on property maintenance codes and enforcement will held December 8 at 7:00 p.m. at City Hall.
• Comments by Mayor: There have been some water issues with the Downtown motel.
A new pizza business will be going into the Pizza Hut building.
There are a couple of new businesses looking to start up and looking to expand.
It was noted that metal roofing has been stacked at the Essex building.
No new information on the Countryside mall building.
Owner of Bzzzs bar building was told by his attorney to remove the awning.
The mayor may need to utilize a state statute regarding the Hoopeston Plumbing and Heating Building.
Brad Hardcastle updated council on Covid. Walkers only will be allowed at the civic center, no pickle ball and walkers must wear masks and maintain social distancing.
Cures grant money must be invoiced and used by the end of the year.
A fundraiser for the Sesquicentennial will be a gift basket raffle. Tickets are available at Mr. B's. Drawing will be December 18.
