Village of Rantoul Board of Trustees met Aug. 4.

Here is the minutes provided by the board:

A regular Study Session of the Board of Trustees of the Village of Rantoul was held at 6:00 P.M. Mayor Smith called the proceeding to order.

Roll Call

The Village Clerk called the roll, finding the following members physically present: Mayor Smith, Trustees Hall, Gamel, Wilkerson, Wilson, Johnson and Workman – 7.

The following representatives of Village Departments were also present: Scott Eisenhauer, Administrator; Pat Chamberlin, Comptroller; Luke Humphrey, Recreation Department Director; Greg Hazel Public Works Director; Jake McCoy Assistant Public Works Director, Chris Milliken, Urban Planner; Ken Beth Via Telephone, Village Attorney and Mike Graham, Clerk.

Trustee Hall moved to approve the Agenda and Trustee Workman seconded the motion. The Clerk Called the roll and the Motion carried 6 – 0.

Public Participation

Debra Sweat spoke about the need to activate the Human Relations Commission.

Tracy A Williams spoke about the Human Relations Commission.

Items from the Mayor

• Mayor Smith indicated that he just finished interviewing candidates for the Human Relations Commission and would announce to the Rantoul Village Board his choices prior to the Regular Village Board Meeting, Tuesday, August 11, 2020.

Items from the Clerk

• Minutes of Regular Study Session and Regular Board Meeting, July 7, 2020.

• Minutes Regular Board Meeting July 14, 2020.

These items will be taken to the Rantoul Village Board at the Regular Meeting, Tuesday, August 11, 2020 for action and approval.

Items from Administrator

• IMRF payment for Danny Russel a retiring Village of Rantoul Employee pursuant to PA 099-0646.

• Mr. Eisenhauer turned the meeting over to Chris Milliken and his Intern Mr. Frerichs, who presented a Power Point Presentation for twenty minutes with the data results of the Village of Rantoul Housing Conditions Study, conducted this summer by Mr. Frerichs.

• Mr. Eisenhauer then discussed meetings to be scheduled in each of the new six Trustee Districts to discuss the upcoming Consolidated Elections and the responsibilities of Village of Rantoul Trustees.

These items will be taken the Regular Village Board Meeting, Tuesday, August 11, 2020 for action and approval.

Items from Comptroller

• Approval of Bills and Monthly Reports.

These Items will be taken to the Rantoul Village Board at the Regular Meeting on, Tuesday, August 11, 2020 for consideration and approval.

NOTE FROM RANTOUL VILLAGE CLERK, UNLESS OTHERWISE SPECIFIED BELOW ALL OF THE AGENDA ITEMS WILL BE TAKEN TO THE REGULAR VILLAGE BOARD MEETING, TUESDAY, August 11, 2020.

• Amend Chapter 38 – Traffic Code regarding operation of ATVs - Ordinance No. 2652. After extended discussion Chief Brown indicated that the Ordinance would be amended prior to the Regular Village Board Meeting.

• Amend Chapter 18 – Law Enforcement to allow continuous police officer testing by the Fire and Police Commission – Ordinance No. 2653.

• Approval of CDBG 5-year plan – CD Resolution No. 297.

• Contract for purchase of all Concession Equipment - Serv-U - $122,364.00, Rantoul Sports Center.

• Byrnes & Jones Contract Amendment No. 4 to coordinate with Cross Construction on concrete and asphalt surfaces - $2,115,942.31, Rantoul Sports Complex.

• Byrnes & Jones Contract Amendment No. 5 to coordinate with SK Fence on all fencing - $755,539.07, Rantoul Sports Complex. Director Humphrey indicated that SK Fencing has agreed to provide $60,000.00 of Advertising for the Rantoul Sports Complex.

• Contract with Cooper Lighting Solutions for sport and parking lot lighting $1,775,000.00, Rantoul Sports Complex. Trustee Johnson had many questions about why this was the best solution.

• Contract with Oberlander Electric for electric installation for Rantoul Sports Complex - $1,046,981.00.

There being no further business for the Rantoul Village Board, Mayor Smith declared the Study Session of the Rantoul Village Board adjourned.
