City of Champaign City Council met April 7.

Here is the minutes provided by the council:

Pursuant to Governor Pritzker’s Executive Order 2020-07 (COVID-19 Executive Order No. 5) which suspends the requirement of the Illinois Open Meetings Act requiring in- person attendance by members of a public body during the duration of the Gubernatorial Disaster Proclamation, attendance by all Council Members, the City Manager, the City Clerk and other City staff members will be electronic via an online meeting platform. The members of the City Council were not physically present for the Regular City of Champaign City Council Meeting but instead participated in the meeting through audio or audio/video access using a virtual meeting platform.

There being a quorum present, Mayor Feinen called the meeting to order at 7:00 p.m.

ROLL-CALL: Present: Vanna Pianfetti, Greg Stock, Alicia Beck, Angie Brix, Tom Bruno, Clarissa Fourman, Matthew Gladney, William Kyles, Mayor Feinen

Absent: None

SPECIAL RECOGNITION: None

APPROVAL OF MINUTES:

CM Stock, seconded by CM Gladney, moved to approve the following minutes:

February 11, 2020 Regular Study Session

A voice vote was taken by a show of hands on approval of the minutes; all voted yes.

CORRESPONDENCE:

City Clerk Banks read the following based on temporary rules for public participation adopted by Council: The City has provided methods for providing messages to the City Council through its web site and a drop box outside of the City Building. These messages have been delivered to members of the City Council. Pursuant to the rules for this meeting, all messages sent to the Council received before 5:00 PM today are considered Council correspondence. This correspondence will ultimately be placed on the City’s web site. It would be appropriate for the Council to move to acknowledge the correspondence and place it on file.

CM Stock, seconded by CM Gladney, moved to acknowledge the correspondence and have it placed on file. A voice vote by a show of hands was taken; all voted yes. This correspondence is incorporated at the end of the minutes.

ACTION ON COUNCIL BILLS ORDINANCES AND RESOLUTIONS:

Passed CB-2020-023, “A Resolution Approving An Authorizing Publication Of The Official Zoning Map”

CM Stock, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

CB-2020-024, “An Ordinance Annexing Territory Pursuant To Petition (1703 W. Interstate Drive, Champaign, Illinois)”

CM Stock, seconded by CM Gladney, moved to adopt the Ordinance. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken, all voted yes.

CB-2020-025, “An Ordinance Annexing Territory Pursuant To Petition (3701 Biltmore Drive, Champaign, Illinois)”

CM Stock, seconded by CM Gladney, moved to adopt the Ordinance. After a brief explanation of the Council Bill by Mayor Feinen, CM Stock questioned whether units would be residential, as there were items related to commercial properties as well. A roll-call vote was taken, all voted yes.

Passed CB-2020-026, “A Resolution Approving The Applewood Valley Phase 1 Final Plat Located At The Southeast Corner Of Mattis Avenue And Curtis Road)”

CM Stock, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken, all voted yes.

CB-2020-027, “A Resolution Approving An Intergovernmental Agreement Between The City Of Champaign And The Champaign Park District For Heritage Lake Shoreline Stabilization And Repair (Public Works – Champaign Park District)”

CM Stock, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken, all voted yes.

CM Stock, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken, all voted yes.

CM Stock, seconded by CM Gladney moved to consolidate CB-2020-029 and CB-2020- 030. A voice vote was taken by a show of hands on the motion to consolidate; all voted yes.

CB-2020-029, “A Resolution Authorizing A Bid And Authorizing The City Manager To Execute An Agreement For The 2020 Concrete Street Improvements Project (Public Works Department – Mid Illinois Concrete And Excavation Inc.)”

CB-2020-032, “A Resolution Approving An Engineering Services Agreement For The Public Works Building Heating, Ventilation, And Air Conditioning Project Public Works Department – Clark Dietz Inc.)”

CM Stock, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken, all voted yes.

CB-2020-033, “An Ordinance Approving Emergency Orders And Extending Council Bill 2020-022 Relating To The COVID-19

Emergency (COVID-19 Emergency)”

CM Stock, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, according to the temporary rules of Council, CM Bruno read the public comment received after 5:00 p.m., from Russ Clark, Champaign County Chairman of the Champaign Libertarian Party, encouraging an amendment to the Ordinance and encouraging Council vote against approval. A roll-call vote was taken, all voted yes.

CM Bruno, seconded by CM Gladney, moved to adopt Vendor Payments dated February 22, 2020 through March 13, 2020 in the amount of $1,996,341.69. A voice vote by a show of hands was taken; all voted yes.

PAYROLL:

CM Bruno, seconded by CM Gladney, moved to approve payroll dated March 6, 2020 in the amount of $2,024,754.42. A voice vote by a show of hands was taken; all voted yes.

VOUCHERS:

CM Bruno, seconded by CM Gladney, moved to adopt Vendor Payments dated March 14, 2020 through March 27, 2020 in the amount of $1,980,649.95. A voice vote by a show of hands was taken; all voted yes.

PAYROLL:

CM Bruno, seconded by CM Gladney, moved to approve payroll dated March 20, 2020 in the amount of $1,823,963.72. A voice vote by a show of hands was taken; all voted yes.
