Village of Fisher Village Board met Nov. 14.

Here is the minutes provided by the board:

The Regular Board of Trustees meeting was held on 14 November 2019 at 6:00 p.m. at the Community Center. Roll call: Deer-present, Estes-present, Henderson-present, Ponton-present, Seidelman-present, Spaulding-present, Bayler-present.

Motion by Seidelman, 2nd by Ponton to approve the agenda. Voice Vote: all yes. Motion carried.

Motion by Estes, 2nd by Henderson to approve minutes from the prior meetings. Voice vote: all yes. Motion carried.

Public Comment: Jason Washer stopped by the Village office to thank the Village for the work on the Ordinance violations.

Village Presidents Report: The Christmas Parade will be on December 7th at 5:00 pm. The census is approaching, and it is very important to be sure everyone in the Village is counted. The census company is also looking for people to work part time for the census.

Village Administrator Report was given.

Motion by Ponton, 2nd by Deer to approve payments of claims and accounts from the General Fund. Roll call vote: Estes-yes, Henderson-yes, Ponton-yes, Seidelman-yes, Spaulding-yes, Deer-yes. Motion carried.

Motion by Estes, 2nd by Seidelman to approve payments of claims and accounts from TIF excluding the payment to M&K Development. Roll call vote: Henderson-abstain, Ponton-abstain, Seidelman-yes, Spaulding-abstain, Deer-abstain, Estes-yes. Motion carried.

Committee Reports

Finance & TIF: Final payment to Sangamon Valley Developers is being made along with a bond being paid off.

Public Works: Nothing

Judiciary: There has been a good response to the OV tickets issued. An Ordinance will be presented next month to flip the stop signs on 2nd and Sangamon.

Parks & Recreation: Trustee Spaulding has looked at the skate park for painting, but nobody seems to be using it right now.

NEW BUSINESS:

Motion by Ponton, 2nd by Seidelman to approve the purchase of ice control salt from Gunther Salt Company not to exceed $6,100.00 payable by Motor Fuel Tax. Roll call vote: Ponton-yes, Seidelman-yes, Spaulding-yes, Deer-yes, Estes-yes, Henderson-yes. Motion carried.

Motion by Deer, 2nd by Spaulding to approve the renewal of a franchise agreement with Ameren Illinois. Roll call vote: Seidelman-yes, Spaulding-yes, Deer-yes, Estes-yes, Henderson-yes, Ponton-yes. Motion carried.

Motion by Estes, 2nd by Ponton to approve Ordinance 19-12 a contract authorizing the purchase of real estate consisting of 3.29 acres for recreation field expansion not to exceed $12,500 payable by Capital Improvement Fund. Roll call vote: Spaulding-yes, Deer-yes, Estes-yes, Henderson-yes, Ponton-yes, Seidelman-yes. Motion carried.

The board is in agreement to authorize and direct the Village Administrator to obtain an appraisal of real property owned by the Village of Fisher at 106 W. Park Street.

Motion by Seidelman, 2nd by Deer to approve Ordinance 19-13 the execution of a first amendment to the TIF Redevelopment Agreement with M&K Development of Fisher, LLC. Roll call vote: Estes-abstain, Deer-yes, Henderson-abstain, Ponton-abstain, Seidelman-yes, Spaulding-abstain. Motion carried.

Motion by Seidelman, 2nd by Deer to approve payment of $127,922.62 to M&K Development of Fisher, LLC payable by TIF III. Roll call vote: Deer-yes, Henderson-abstain, Ponton-abstain, Seidelman-yes, Spaulding-abstain, Estes-abstain. Motion carried.

Motion by Ponton, 2nd by Henderson to approve Ordinance 19-14 adopting the tax levy for the Village of Fisher, Illinois for 2019-2020. Roll call vote: Henderson-yes, Ponton-yes, Seidelman-yes, Spaulding-yes, Estes-yes, Deer-yes. Motion carried.

Questions from the media were taken.

Motion by Spaulding, 2nd by Henderson to enter Executive Session pursuant to 5 ILCS 120/2 (C) (5), for the limited purpose of discussing the possible purchase of real property for the use of the public body, including discussion of whether a particular parcel should be acquired. Roll call vote: Ponton-yes, Seidelman-yes, Spaulding-yes, Estes-yes, Deer-yes, Henderson-yes. Motion carried. Time: 6:23 p.m.

Motion by Deer, 2nd by Estes to adjourn. Voice vote: all yes. Motion carried. Time: 6:45 p.m.
