Village of Fisher Board of Trustees met Oct. 10.

The Regular Board of Trustees meeting was held on 10 October 2019 at 6:00 p.m. at the Community Center. Roll call: Deer-present, Estes-present, Henderson-present, Ponton-absent, Seidelman-present, Spaulding-present, Bayler-present.
Motion by Seidelman, 2nd by Deer to approve the agenda. Voice Vote: all yes. Motion carried.
Motion by Seidelman, 2nd by Spaulding to approve minutes from the prior meetings. Voice vote: all yes. Motion carried.
Public Comment: Nothing
Village Presidents Report: President Bayler gave his congratulations to Trustee Ponton on his retirement. Trick or Treat hours will be from 5-8 pm on October 31st. For leaf pickup this year residents can put them in bags by the road for the Village to pick up or they can haul them to the brush pile outside of the Village. Jeremy will be gathering comparisons for the insurance and companies that can dredge waterways.
Village Administrator Report was given.
Motion by Estes, 2nd by Seidelman to approve payments of claims and accounts from the General Fund.

Committee Reports
Finance & TIF: The Debt Certificate will be callable in 2020 and will be paid off in full at an amount of approximately 1.3 million.
Public Works: Nothing.
Judiciary: Notices have been sent out for inoperable vehicles, weeds/tall grass and debris/junk. Chief Bein’s report was given.
Parks & Recreation: Trustee Spaulding will be looking at the skate park to see if it is in need of repainting.

Motion by Henderson, 2nd by Seidelman to approve Ordinance 19-10 enacting a local tax on the sale of cannabis. Roll call vote: Henderson-yes, Seidelman-yes, Spaulding-yes, Deer-yes, Estes-yes. Motion carried.
Motion by Deer, 2nd by Henderson to approve Ordinance 19-11 prohibiting the sale of cannabis for recreational use. Roll call vote: Seidelman-yes, Spaulding-yes, Deer-yes, Estes-yes, Henderson-yes. Motion carried.
Motion by Deer, 2nd by Spaulding to authorize the approval of a quote from S & M Home Services for roof replacement at Lammle Park pavilion not to exceed $2,500.00 payable from Capital Improvement Fund. Roll call vote: Spaulding-yes, Deer-yes, Estes-yes, Henderson-yes, Seidelman-yes. Motion carried.
Motion by Henderson, 2nd by Seidelman to authorize the approval of additional tree removal services by Glad’s Tree Service not to exceed $5,000.00 payable from the General Fund. Roll call vote: Deer-yes, Estes-yes, Henderson-yes, Seidelman-yes, Spaulding-yes. Motion carried.
