Vermilion County Board Health and Education Committee met July 18.

Here is the minutes provided by the committee:

Agenda Item 1- Call to Order and Roll Call

Committee Chairman Kevin Green called the Health & Education meeting to order at 5:00 pm.

Roll Call, the following members were present: Kevin Green, Chuck Nesbitt, Daniel Wright, Marla Mackiewicz, Jim Watson, and Chuck Mockbee III. Phearn Butler was absent and excused. (6 present, 1 absent).

Also present were: Larry Baughn Vermilion County Chairman, William Donahue, Vermilion County Risk Consultant, Douglas Toole- Director, Health Department, and Toni Hendricks.

Agenda Item 2- Adoption/ Amendment to the Agenda

Moved by Kevin, second by Mackiewicz to approve the agenda. Motion was carried by acclamation.

Agenda Item 3 – Approval of Minutes from August

Motion moved by Green, second by Mockbee, to approve minutes with one amendment in paragraph #3 to change name from Green to Mockbee. Motion carried by acclamation.

Agenda Item 4 – Audience Comments

Toni Hendricks came as an individual promoting the use of an anti-choking device called “Life Vac” that saved her grandsons life recently. Toni expressed she wishes to promote the device as a private citizen through the community and all schools in Vermilion County. Green invited Toni to stay after the meeting to meet with members of the board one on one if they wished to support her. Toni’s contact information was given to share and pass along. Agenda Item 5 – Regional Office of Education – Budget Amendment

Kevin Green asked Bill Donahue to expand further on the purpose of the Budget Amendment being presented. Donahue explained to the board that annually the Regional Office of Education receives a grant into a Revenue budget line and in order to use it to pay the departments employee’s and additional stipend an amendment must be made to the Salary line. There is no additional expense to the county. Motion moved by Green, second by Nesbitt. Upon roll call vote the following committee members voted yes; Green, Nesbitt, Mackiewicz, Watson, Wright, and Mockbee. Ordinance passed by unanimous vote. (6 present, 1 absent).

Agenda Item 6 – Executive Session

Not needed.

Agenda Item 7 Items of Information

County Board Chairman Larry Baughn advised the board members that due to the recent law passed in Illinois pertaining to the use of cannabis that the county was investigating what the State recommended as far as updating the current employment policies. Bill Donahue would be able to provide the statute for review. The Chairman also stated that all the department budgets were being reviewed and that at the next meeting there would probably include one or more to be reviewed and approved. Kevin Green encouraged all members to be present for those Budget Reviews/ Approvals.

Agenda Item 8 - Adjournment

Committee Chairman Green declared the meeting adjourned at 5:21 PM.
