Village of Thomasboro Board of Trustees met Dec. 4.

Here is the minutes provided by the Board:

A Regular Meeting of the Board of Trustees of the Village of Thomasboro was held on Monday, December 4, 2017. President Evans called the meeting to order at 7:00pm.

Roll Call The Village Clerk called the roll, finding the following members physically present: Village President W. Tyler Evans and Trustees Anthony Grilo, Anna Martin, Dustin Rhodes, Ronda Scott, and Trent Sage. Trustee Kyle Henegar was absent.

Other Village officials present: Leon Albers, Treasurer; Keith Willis, Chief of Police; Deanne Wattjes, Office Manager; and Jeremy Reale, Village Clerk.

Pledge of Allegiance Following roll call, the Pledge of Allegiance was recited.

Discussion/Approval of Minutes of Previous Meetings Trustee Grilo moved to approve the minutes of the November 6, 2017 regular meeting and the November 21, 2017 special meeting, as prepared. Trustee Martin seconded the motion. Motion carried, all present voting “aye”.

Presentation of Bills Following review and discussion of the monthly bills, Trustee Scott moved to approve the payment of the bills listed and the regular bills yet to be received. Trustee Grilo seconded the motion.

The Village Clerk called the roll:

YEAS: Grilo, Martin, Rhodes, Scott, and Sage – 5 NAYS: None – 0 ABSENT: Henegar – 1 Motion carried by roll call vote of 5 to 0.

Committee Reports

Police & Safety: Chair Scott discussed the monthly activity reports. Chief Willis reported that squad vehicle #2 was in the shop to have the heating system repaired.

Personnel: No report.

Building Permit & Liquor License: No report.

Health, Sanitation & Public Relations: No report.

Waterworks & Sewer: No report.

Streets & Alleys: Chair Grilo reported that there had been a main break on Schluter Street, which would require patching a section at the Park Street intersection. He noted that it would likely be spring before the street is permanently repaired due to the cold season. President Evans also stated that the Village would be obtaining estimates for various sidewalk repairs. He noted that the Village needed to develop a plan to prioritize the sidewalk areas most in need of repair or replacement.

Civil Defense & Parks: Chair Rhodes reported that monthly storm siren testing would take place tomorrow. He also thanked the volunteers who helped to remove the donated playground equipment from Altamont. This week, they would finish loading up the equipment and hauling it to the Village’s public works facility for storage. Ken Enright of Altamont presented Chief Willis with an engraved buck knife in appreciation for his years of service to the community.

Old Business

Discussion on proposal for amendment to burning ordinance President Evans reported that he had received a draft amendment from the village attorney. He would ask TFPD Chief Cundiff to review the language before an ordinance would be prepared for final action by the Board.

Discussion on ordinance regarding dangerous animals This item was tabled to the January regular meeting.

New Business

Resolution adopting a schedule of regular Board meetings for 2018 Trustee Grilo moved to pass the resolution adopting the schedule for regular Board meetings for calendar year 2018. Trustee Scott seconded the motion. Motion carried, all present voting “aye”.

Authorize year-end employee bonuses Trustee Scott moved to authorize payment of $100.00 bonuses to Keith Willis, Leon Albers, Deanne Wattjes and Tyler Martin, and $50.00 bonuses to the remaining part-time employees. Trustee Sage seconded the motion.

The Village Clerk called the roll:

YEAS: Grilo, Rhodes, Scott, and Sage – 4 NAYS: None – 0 ABSENT: Henegar – 1 ABSTAIN: Martin – 1 Motion carried by roll call vote of 4 to 0, with 1 abstention.

Approve employment agreement for Chief of Police Trustee Grilo moved to approve an employment agreement with Robert Rea, including an addendum that Village of Thomasboro residency would be required within one year of starting date. Trustee Rhodes seconded the motion.

The Village Clerk called the roll:

YEAS: Grilo, Martin, Rhodes, Scott, and Sage – 5 NAYS: None – 0 ABSENT: Henegar – 1 Motion carried by roll call vote of 5 to 0.

Approve payment for Main Street resurfacing project Trustee Scott moved to authorize payment to Open Road Paving in the amount of $121,677.00. Trustee Martin seconded the motion.

The Village Clerk called the roll:

YEAS: Grilo, Martin, Rhodes, Scott, and Sage – 5 NAYS: None – 0 ABSENT: Henegar – 1 Motion carried by roll call vote of 5 to 0.

Comments and Questions from the Audience Pat Kirby reported that her garbage had not been picked up during regular collection. Staff would contact Republic Services to follow up on the matter.

Ronnie Kocher thanked the Board for their continued work on improvements to the Village’s burning ordinance.

Treasurers Report There were no comments regarding the Treasurer’s Report.

Adjournment There being no further business to come before the Board, Trustee Grilo moved to adjourn the meeting. Trustee Martin seconded the motion. Motion carried viva voce vote.

The meeting was adjourned at 7:26 pm.
