City of Hoopeston Council met Dec. 5.

Call to order
Following the Tax Levy Hearing, Mayor Crusinberry called to order the regular council meeting of the City of Hoopeston at 7:00 P.M. on Tuesday December 5 at City Hall.
Roll call
Clerk Lane conducted a roll call. The following five council members were present: Florek, Goodwine, Hamilton, Houmes and McElhaney. Aldermen Ankenbrand, Anderson and Yaden were absent. Attorney Mockbee was present.
Approval of Agenda
Alderman Houmes moved to approve the agenda seconded by Florek. Agenda was approved 5-0.
Minutes from Prior Meeting
Clerk Lane read the minutes from the last meeting. Alderman Houmes moved to approve minutes seconded by Hamilton. The minutes were approved as read 5-0.
Presentations

Payment of Bills
Alderman Houmes moved to approve payment of bills seconded by McElhaney. After clarification on a travel expense, roll call vote was taken and bills were approved for payment 5-0.
Reports of Officers
Alderwoman Florek reported on a meeting she had with Allison Smith representing Republic Waste where electronics recycling and fees were discussed.
Alderman Goodwine moved to approve the Tax Levy Ordinance in the amount of $777,705. Houmes seconded the motion. Roll call vote was taken and the Tax Levy Ordinance Number 2018-12 was approved five to zero. Goodwine also made the motion to approve the $128,000 proposal from Gallagher Risk Management for liability and risk insurance. Hamilton seconded the motion. Roll call taken and the motion passed 5-0. Action on a sexual harassment ordinance was tabled. The report of the air quality of the city building showed the mold count to be “quite low”. Ceiling tiles have been replaced and furnace filters have been changed and the A coil will be checked.
Alderman Hamilton made the motion to purchase a new ambulance at a cost of $153,223 which will be paid from accrual funds. Florek seconded the motion. Roll call vote was taken and a resolution Numbered 2018-2 was passed 5-0.
Alderman Houmes had nothing to report.
Alderman McElhaney made the motion to approve membership to Keep Vermilion County Beautiful. Houmes seconded the motion. Roll call vote was taken and the motion passed 5-0. Membership dues are $150. McElhaney also reported on the status of a couple of downtown buildings.

Unfinished Business
Alderman Houmes asked about any updates on the hiring of the Police Chief. Mayor responded that applications have been reviewed but no interviews have been done.
New Business

Mayor Comments
The Mayor had met with representatives at Republic Services regarding updates to the city garbage ordinance. New guidelines will be looked at.
The Salvation Army working on a strategic plan to better help serve the needs of the community found that Hoopeston has several resources available.
Public Comment
Don Kaeb asked about the status of the property at 205 E Main St. The city is not getting cooperation from the owner of the property.
Alderman Houmes moved to adjourn seconded by Florek. Council was adjourned at 7:54 p.m.
