Village of Savoy Savoy Municipal Center 611 North Dunlap Avenue, Savoy, IL 61874 MINUTES OF PUBLIC HEARING AND PLANNING COMMISSION DATE: April 25, 2016 PLACE: Savoy Municipal Center 611 North Dunlap Avenue Savoy, IL 61874 PLANNING Michelle Henderson COMMISSIONERS Larry Kienzler PRESENT: Jackie Martin Bill McNamara Bill Vavrik Joshua Young PLANNING COMMISSIONERS ABSENT: Chairman Bob Bash TRUSTEES, OFFICERS Dick Helton, Village Manager AND STAFF PRESENT: Dan Davies, Zoning Administrator Trustee Jan Carter Niccum, BOT Liaison to Plan Comm. Dennis Donaldson, Director of Planning & Economic Development Billie Jean Krueger, Village Clerk GUESTS: Julia Leatherwood, County Star Trustee William Smith Jerry Walsh and spouse, Pat Walsh CONVENED: 7:00 p.m. RECESSED: 7:05 p.m. RECONVENE: 7:20 p.m. ADJOURNED: 7:50 p.m. In the absence of Chairman Bob Bash, the Plan Commissioners had to elect a Chairman. Plan Commissioner Kienzler nominated Plan Commissioner Bill McNamara to be Chairman of tonight's meeting, seconded by Plan Commissioner Martin; By Plan Commissioner vote: Henderson, yes; Kienzler, yes; Martin, yes; McNamara, yes; Vavrik, yes; and Young, yes; Motion carried. 1. PUBLIC HEARING – AMENDMENT TO CHAPTER 12 OF THE SAVOY MUNICIPAL CODE, SECTION 12.04.020 ENTITLED “DRIVEWAY STANDARDS” Chairman McNamara opened the public hearing at 7:00 p.m. and stated that the notice of this public hearing was duly published in the News-Gazette on April 7, 2016, was available if anyone wanted to see it, and asked for public comment. The Village Clerk stated she had not received any written comments on this matter. Chairman McNamara asked for public comment: No public comment was heard. Plan Commissioner Kienzler moved to close the public hearing, seconded by Plan Commissioner Young; By Plan Commissioner vote: Henderson, yes; Kienzler, yes; Martin, yes; McNamara, yes; Vavrik, yes; and Young, yes; Motion carried. Chairman closed the public hearing at 7:05 p.m. 2. CALL TO ORDER, QUORUM DECLARED Chairman McNamara called the meeting of the Plan Commission to order at 7:05 p.m. Roll was called with all Plan Commissioners being present, except Bob Bash being absent. Chairman McNamara then declared a quorum present. 3. BUSINESS A. RECESS – CHAIRMAN MCNAMARA RECESSED THE PLAN COMMISSION MEETING AT 7:05 P.M. FOR A RECEPTION THANKING JERRY WALSH FOR HIS MANY YEARS OF SERVICE ON THE PLANNING COMMISSION 2002-2016 AND AS A VILLAGE TRUSTEE 1990-1995. WELCOME TO NEW PLAN COMMISSIONERS, MICHELLE HENDERSON AND BILL VAVRIK B. CHAIRMAN MCNAMARA RECONVENED THE MEETING AT 7:20 P.M. C. APPROVAL OF PLANNING COMMISSION MINUTES OF 1-25-16 Plan Commissioner Kienzler moved to approve the Planning Commission Minutes of 1-25-16, as presented, seconded by Plan Commissioner Young. By Plan Commissioner vote: Henderson, yes; Kienzler, yes; Martin, yes; McNamara, yes; Vavrik, yes; Young, yes; Motion carried. D. PLANNING COMMISSION RESOLUTION FOR AN ORDINANCE AMENDMENT TO CHAPTER 12 OF THE SAVOY MUNICIPAL CODE REGARDING DRIVEWAY STANDARDS Dan Davies explained that the current ordinance is out of date, allowing a maximum width of 25 feet, and Village officials have received several complaints from residents wanting to build homes with larger driveways, and many houses within the Village have already constructed larger driveways despite the ordinance. Davies said the revised version will allow larger driveways based on lot sizes, lots less than 50 feet will be permitted a driveway up to 24 feet wide and lots between 50 and 60 feet will be allowed driveways up to 30 feet wide. -2- Plan Commissioner Vavrik moved to recommend approval to the Board of Trustees Amendments to the Village of Savoy Municipal Code – Title 12 – Streets, Sidewalks and Public Places, Chapter 12.04 – Driveways and Culverts Section 12.04.020 Driveway Standards, as presented, seconded by Plan Commissioner Kienzler; Discussion: There was discussion concerning Section E on materials to be used for driveway surfaces and the fact that the Plan Commissioners wanted to change the ordinance to allow a longer life for the Village's right of way and change the minimum thickness of six (6”) inches for public sidewalks. Both Dan Davies and Dick Helton said that we are just dealing with the driveway width right now and will come back to the Plan Commission at a later date to address the materials surfaces and sidewalk thickness. By Plan Commissioner vote on above motion by Vavrik, seconded by Kienzler: Henderson, yes; Kienzler, yes; Martin, yes; McNamara, yes; Vavrik, yes; Young, yes; Motion carried. 4.
