Village of Bismarck Village Board met March 19.

Here is the minutes provided by the board:

1. Pledge of Allegiance – President Lewis opened the meeting with the Pledge of Allegiance at 6:30 p.m.

2. Roll Call – Jane Cress - PRESENT (ARRIVED AT 6:47 P.M.)

3. Approval of the Agenda for March 19, 2019 – Karel Volpert made the motion to approve the agenda with a second by Terry Light. The motion passed by acclamation.

4. Public Comments / Questions – None.

5. President’s Comments – President Lewis will be unavailable in the upcoming days for his daughter’s wedding and health reasons. Trustee Mary Potter shall act as Vice President in his absence.

6. Approval of minutes for February 26, 2019 – Mary Potter made the motion to approve the minutes with a second by Terry Light. The motion passed by acclamation.

7. Treasurer’s Report – The Treasurer’s Report was presented by Eric Nesbitt. Karel Volpert made the motion to approve the Treasurer’s Report and pay the bills with a second by Sheila Switzer.

The motion passed with 5 yeas, 0 nays and 1 absent.

8. Reports of Committees and Assignments –

a. Public Works –

i. Mary Potter reported that there are several potholes around the Village that need to be filled. The Village is responsible for street repairs. Bam is typically purchased from Dan Ribbe.

ii. Jack Luttrell reported that the Bismarck Water District has cut across roadways rather than boring underneath creating places in the road that have now sunken in.

Repairs need made but should be discussed with the Water District.

iii. Maintenance duties were discussed by trustees who feel need reviewed further with personnel. Some duties include:

1. Catch basins around the Village need to be cleaned out and debris hauled away.

2. Snow should be shoveled and removed completely around the post office; not just a walkway path.

3. The meter near the Village Office has been pulled up by equipment and needs to be fixed.

b. Budget and Finance –

i. The previous years’ budget and appropriation ordinance and estimated anticipated revenues for the next fiscal year was further reviewed. A final Budget will be passed at the next regular meeting.

ii. Salaries for the President, Treasurer and Clerk were reviewed. It was suggested that Treasurer’s and Clerk’s salaries be increased to $200 per month. Karel Volpert suggested the President’s salary be increased to $300 per month. The issue was tabled until the next meeting for discussion and action.

c. Health and Safety –

i. Ordinance Violation Updates:

1. 300 Maiden Lane, landowners - Mike and Doris Pundt: cleanup efforts continue to be made and are considered satisfactory.

2. Clerk, Valerie Moss, requested that the trustees report “nuisances”, Health and Safety Ordinance violations, to her so that letters can be submitted to residents this spring.

d. Keep Bismarck Beautiful (KBB) – Karel Volpert reported that the Bismarck Women’s Club will be placing pinwheels in the flower pots around the Village in support of Child Abuse Awareness.

e. Tax Increment Financing (TIF) – No report.

f. Municipal Projects (Roads, Drainage, other improvements) –

i. Stormwater drainage project –

1. President Lewis and Steve Light still need to get in touch with each other to discuss billing and collection procedures. President Lewis will also follow up with the Danville Sanitary District for a final proposal towards billing and collection procedures.

2. On March 14th a message was left on the Village answering machine from Josh Hedstrom of Illinois Department of Commerce and Economic Opportunity reporting that a grant we had applied for has passed onto the merit review stage. He will follow up with more information within the next couple of weeks.

3. The Board anticipates making a decision at the next regular meeting on the appropriate amount to charge Village landowner’s on a monthly basis for the Stormwater Drainage Project.

4. It was suggested that the Village Engineer, Sam Cole, should check with the bank again on the current loan interest rate.

g. Permits – Two building permits for home construction on Crystal Lane were received from Jason Jeffries and Adam Wendell. Jane Cress made the motion to approve the building permits with a second by Terry Light. The motion passed by acclamation.

9. Old Business – None

10. New Business –

a. Vermilion County Metropolitan Enforcement Group has requested donations to continue combat of drug related activities in our area. Karel Volpert made a motion to donate $250 to Vermilion County M.E.G. with a second by Sheila Switzer.

b. Bismarck Henning Elementary School is in need of monetary donations for miscellaneous events and programs for the children. Terry Light made a motion to donate $200 to BHES with a second by Jane Cress.

The motion passed with 6 yeas and 0 nays.

11. Executive Session/Closed Session – No report.

12. Date and Time of Next Meeting – The next regular meeting of the Bismarck Village Board will be held at the Village Office in Bismarck, Illinois, at 6:30 p.m. on April 16, 2019.

13. Adjournment – With no further business to come before the Board at this time, upon motion by Terry Light, seconded by Jane Cress, the meeting was adjourned at 7:35 p.m. The motion passed by acclamation.
