Village of Catlin Village Board met May 7.

Here is the minutes provided by the board:

The Council of the Village of Catlin met in the Village Boardroom in regular session at 7:00 PM with Mayor Pro Tem Kevin Kirk presiding. Mayor Pro Tem Kirk called the meeting to order and instructed the Village Clerk to call the roll.

Mayor: Absent 

Mayor Pro Tem; Kevin Kirk

Commissioners: Fred Reddy, Jerry Cummings, Wanda Schmit

Also present: Diane Reddy, Carl Barnes, Tad Beddow, Diane Schutz, Shirley Lamb, Mark Stutsman, Sean Nicholson

A motion was made by Wanda, seconded by Jerry to approve the minutes from the regular board meeting held on April 16, 2019.

Nay none

A motion was made by Fred, seconded by Wanda to approve the Executive Session meeting minutes held on April 16, 2019.

Kevin noted that General Fund check #185668 to Chrisman Farm Center was for the purchase of a new lawn mower. Once the mower is received, the current mower will go out for sealed bids. Kevin requested Shelley have the Ordinance for the selling of municipal surplus supplies at the next board meeting for approval. Upon reading of said bills, a motion was made by Wanda, seconded by Jerry that the Treasurer pay said bills as presented.

Mark Stutsinan of Country Financial presented Police Chief Tad Beddow with a donation of $750.00 from Country Financial to for "Hometown Hero's.” Mayor Pro Tem Kirk thanked Mark on behalf of the Village Board and the residents of Catlin.

Mayor Pro Tem Kirk stated that at the last meeting, it was approved to donate to the Summer Recreational Program ran by Joe Hageman at the Salt Fork North Elementary upon receiving his summer schedule. Kirk stated that due to a make up baseball game, Mr. Hageman couldn't attend the meeting but submitted the schedule so the donation would be sent.

Commissioner Cummings:

 A motion was made by Jerry, seconded by Wanda to approve the following building permits:

o Scott James, 202 Lookout, adding yard barn, $4,000.00, Self. 

o David & Amanda Reed, 113 Delmar Dr., Installation of deck surrounding pool, pool ladder enclosed by 4ft. privacy fence, $5,000.00, Self. 

o Kristin Spicer, 306 N Sandusky, affixing 4' wood fence to existing chain link fence, $500.00, Self.

A motion was made by Fred, seconded by Wanda to approve Ordinance # 754: Combined Annual Budget and Appropriation Ordinance for the Village of Catlin, in the County of Vermilion, State of Illinois, for the Fiscal Year Beginning May 1, 2019 and ending April 30, 2020.

Commissioner Schmit:

Wanda informed the board that the Village Attorney suggested the board place a lien on the property at. 402 Webster for the unpaid water bill. Chief Beddow informed the board that the landowner has been placed in a nursing home, the children of the owner have no contact and there is no estate. A motion was made by Wanda, seconded by Fred to place a lien on 402 Webster for the unpaid water bill.

406 Allison is closer being demolished. The demolition bid specs put out by the Vermilion County Landbank did not include dump fees. The VCLB is now looking for discounted dump fees to try to keep the cost of each of their demolitions down. 

The new playground equipment will be delivered tomorrow. Wanda asked the Street Department to have the new equipment installed prior to the Strawberry Festival. Wanda also instructed Shelley to write a thank you letter to the Ladies of Catlin for the donation towards the new equipment. 

The three entrance signs for Catlin will be repainted by Wanda and Denis Schmit. Wanda stated they had picked up the paint today and these would be done soon.

Commissioner Kirk:

Carl stated the street department has done a lot of mowing and patched some holes. The remaining holes will be patched once there is not water standing in the holes. 

Kevin stated that as part of finishing the sidewalk project from last fall, some of the right of ways in front of the homes on Webster St. will be turned from dirt/grass to gravel. 

The upcoming Motor Fuel Tax project includes McKinley St. A catch basin and storm sewer work will be done prior to the street project on the corner of McKinley and Webster where water stands at the southeast corner.

Commissioner Reddy:

Fred stated that Spenser was testing for his water license in June.

The Village is still waiting for the IEPA to approve permits for the wastewater plant rebuild.

A motion was made by Fred seconded by Jerry to adjourn the meeting by vote.
