CHAMPAIGN CITY COUNCIL: Police Make Arrest, Seek to Identify Additional Victims in Aggravated Battery Investigation

Investigation

Champaign City Council issued the following announcement on July 11.

On July 10, 2018, at approximately 10:15 AM, Champaign Police, with the assistance of the United States Marshals Service Fugitive Task Force, arrested 26-year-old Carlos Draine of Champaign on charges of Aggravated Battery and Mob Action.

Draine was arrested for a July 8, 2018 battery that took place near the intersection of Second St. and Green St. in Champaign. Police were called to that area at approximately 2:04 AM for a reported fight, and upon arrival located a 20-year-old unconscious male victim suffering from serious injuries consistent with a physical assault. The victim was transported to an area hospital and has since been released. No suspects or additional victims were identified at the time.

Investigation into the incident determined that the confrontation escalated from a verbal argument between Draine and the known victim. Video evidence shows Draine’s physical assault against that victim, as well as shows battery to several other individuals who were nearby but otherwise seemingly uninvolved with the fight. Police encourage those who were battered or injured during this incident to file a report by contacting the Champaign Police Investigations Division.

Although an arrest has been made, police continue to investigate this incident. Anyone with information is asked to call Champaign Police Investigations at 217-351-4545, or Champaign County Crime Stoppers at 217-373-8477 (TIPS).

Citizens are reminded that information submitted to Crime Stoppers is completely anonymous. Calls are routed to a third-party national call center that receives your information, completes a tips information form, and then passes that information to the appropriate law enforcement agency. Caller ID tracking is not utilized by Crime Stoppers and conversations are not recorded.

Crime Stoppers tips can be shared by phone at: 217-373-8477 (TIPS); online at www.373tips.com; or through the “P3 Tips” mobile application.
