City of Gibson City Council met Nov. 24

Here are the minutes provided by the council:

The meeting was called to order at 7:00 p.m. by Mayor Dickey, in City Hall Council Chambers.

Roll Call:

Pledge led by Alderman Davis.

Motion to approve Minutes of November 24th, 2025, made by Alderman Hankes, Alderman Sarantakos seconded the motion, motion carried 7/0.

Visitors:

• Gary Lutterbie was in attendance and addressed the council concerning the Ford County Soil and Water Conservation District. They are asking local communities if they would like to participate in a program with the Illinois Extension, 4H and the Soil and Water Conservation Commission. This program would be planting 25 prairie trees that are native to Illinois. Council was asked if they would like the 4H to plant these trees at Campbell Pond. The city will be asked to water occasionally. Mayor Dickey conferred with Asst. City Superintendent, Rich Nolte, to approve the city’s occasional assistance in watering. Mr. Nolte approved this request.

Additionally, Gary also presented the council with a check in the amount of $100.00.

This was gifted to the City of Gibson by Bruce Hammitt. The donation was made in the name of William Eugene Campbell.

• Matthew Burns with GGAEA remarked that Jessica Younger would be here to tour the town, review the feasibility study and look at projected sites for a hotel.

Treasurer’s Report: Treasurer Lorenzen shared the latest treasurers report.

Admin Reports: Meg Fairchild reported that the Gibson Bucks program is going well and half of the available funds have been distributed.

Committee Reports:

Sewer Superintendent, John Bobera, gave a brief synopsis of a repair that will need to be made at the sewer plant. Mr. Bobera informed the council that the costs for repairs will be in the amount of $4900. Mayor Dickey confirmed that this money was in his budget.

Asst. City Superintendent, Rich Nolte, addressed the council regarding the purchase of an additional snowplow blade. He explained that this would be affixed to a pickup, as this will assist in snow removal of areas that are difficult for large trucks to access.

Approval of Bills:

Motion made by Alderman Miller t to pay general bills in the amount of $87,925.37. 2nd made by Alderman Sarantakos, motion carried 7/0.

TIF 2 check for $474,836.90 was approved. Motion made by Alderman Sarantakos, Second by Alderman Fisher. Motion carries 7/0.

Downtown TIF payment in the amount of $17,801.58. Motion made by Alderman Sarantakos, 2nd by Alderman Miller. Alderman Fisher abstained. Motion carries 6/0.

TIF 4 check in the amount of $1443.25. Motion made by Alderman Wyant, second by Alderman Miller. Motion carries 7/0.

New Business:

A. Attorney Marc Miller discussed Ordinance 2025-O-22. This general obligation debt certificate concerns the repayment of the loan for the new Gibson City Pool. Motion made by Alderman Sarantakos to approve this ordinance, with a second by Alderman Hankes. Motion carried 7/0.

B. Assistant City Superintendent, Rich Nolte, provided the council with a bid from Central Illinois Truck and Trailer in the amount of $9500.00 for the snow plow blade referenced in the Committee Reports. Motion made by Alderman Roesch with a second from Alderman Hankes, not to exceed $9500.00. Motion carried 7/0.

C. Alderman Sarantakos with a second by Alderman Miller to approve a downtown TIF, Ordinance 2025-O-20, in the amount of $10,000 payable to Angela and Brandon Roderick. Motion carried 6/0 with Alderman Fisher abstaining.

D. Alderman Miller with a second by Alderman Hankes to approve a downtown TIF, Ordinance 2025-O-21, in the amount of $16,705.38 payable to Greg Brucker. Motion carried 6/0 with Alderman Fisher abstaining.

E. Motion to adjourn
