City of Gibson City Council met March 23

Here are the minutes provided by the council:

The meeting was called to order at 7:00 p.m. by City Clerk McGrew, in City Hall Council Chambers. Roll call was called and a motion was made by Alderman Wyant with a second by Alderman Roesch to make Scott Davis mayor pro tem, in the mayors absence.

Motion to approve Minutes of March 9th, 2026, made by Alderman Tongate, Alderman Wyant seconded the motion, motion carried 6/0.

Visitors: Ellen Hankes, Frankie Ward and Matthew Burns.

• Frankie Ward addressed the council regarding the All-Awareness day that has been planned for July 18th. This event is open to the public and will take place at North Park from noon to 3:00pm. She will need assistance from the city crew in advance of the event. Superintendent Martin asked that she fill out a request form as soon as possible.

Treasurer’s Report: no report

Admin Reports: no report

Committee Reports: Alderman Tongate announced that on April 10th the passing out of seeds would occur again. The hours for this will be 7-4 pm, or until they have run out of seed packets. Additionally, on April 11th there will be an Easter Egg Scavenger hunt for adults. It will be golf cart friendly; Alderman Tongate made the police department aware in advance because of the influx of citizens and traffic.

Approval of Bills:

Motion made by Alderman Tongate to pay general bills in the amount of $141,016.996. 2nd made by Alderman Wyant, motion carried 6/0.

Pool loan payment in the amount of $22,024. Motion made by Alderman Roesch, second by Alderman Miller. Motion carried 6/0.

Old Business: Superintendent Martin briefed the council on the committee meeting in which he spoke about purchasing two mowers and a trailer. Mr. Martin explained that rather than contracting out the mowing for the city, he would like to move that task in-house. This will allow the city to have more control over the timing and will save some money. The cost of the two mowers will not exceed $31,500 each and $11,000 for the trailer. Alderman Hankes made a motion to approve, with a second by Alderman Roesch. Motion carried 6/0.

New Business:

A. Consideration of changing the fund allocation line item for moving the pool building. Initially, the funds were going to be taken from the Build GC Pool account. However, the motion was made by Alderman Wyant, with a second by Alderman Roesch to fund this from the proceeds of the pool loan. Motion carried 6/0.

B. Discussion and Consideration of Ordinance 2026-O-7. This ordinance is in reference to the fees paid by utility companies to use city property. They can pay an application fee or a franchise fee. These fees have been increased to $250 and $400 respectively. Motion made by Alderman Wyant with a second by Alderman Roesch. Motion carried 6/0.

C. Discussion and Consideration of Ordinance 2026-O-8 which would raise the camping fees from $10 to $20. Motion made by Alderman Roesch, second by Alderman Miller. Motion carried 6/0.

D. Motion to adjourn.
