Village of Fisher Board of Trustees met May 11

Here are the minutes provided by the board:

The Regular Board of Trustees meeting was held on 11 May 2023 at 6:00 p.m. at the Community Center.

Trustee Ponton, Trustee Deer and Trustee Seidelman were all sworn in.

Roll call: Brown-present (left meeting at 7:00 pm), Deer-present, Estes-present, Ponton-present, Seidelman-present, Spaulding-absent, Bayler-present.

Motion by Seidelman, 2nd by Brown to approve the agenda. Voice Vote: all yes. Motion carried.

Motion by Seidelman, 2nd by Deer to approve minutes from the prior meetings. Voice vote: all yes. Motion carried.

Public Comment: Sandy Moore asked the board who was responsible for the storm sewers as she is having drainage issues. The Village employees will go to her property and look at the tile.

Village Presidents Report: President Bayler congratulated the Jr High Track team on their sectional meet. Third Street work will begin on Monday. The sidewalk by the football field will need to be repoured.

Motion by Estes, 2nd by Seidelman to approve payments of claims and accounts from the General Fund.

Roll call vote: Deer-yes, Estes-yes, Ponton-yes, Seidelman-yes, Brown-yes. Motion carried.

Motion by Estes, 2nd by Deer to approve payments of claims and accounts from TIF. Roll call vote: Estesyes, Ponton-yes, Seidelman-abstain, Brown-abstain, Deer-yes. Motion carried.

Committee Reports

Finance & TIF: Budget ordinance will be discussed later in the meeting.

Public Works: The Village was asked about cleaning the creek like in past years. This will be looked at as a budget item starting next year. There are houses going up in the new subdivision.

Judiciary: Chief Bein presented his report. Chief Bein has looked at mini bike ordinances in other communities and the Ordinance will be amended to include a limit of ccs. The new officer has been working with Chief Bein the prior week.

Parks & Recreation: Nothing.

OLD BUSINESS:

Nothing.

NEW BUSINESS:

Motion by Estes, 2nd by Deer to approve Ordinance 23-2 the annual budget and appropriations for the fiscal year beginning May 1, 2023 and ending April 30, 2024. Roll call vote: Ponton-yes, Seidelman-yes, Deer-yes, Estes-yes. Motion carried.

The line item transfers from fiscal year beginning May 1, 2022 and ending April 30, 2023 to annual budget for fiscal year beginning May 1, 2023 and ending April 30, 2023 has been tabled.

Motion by Seidelman, 2nd by Ponton to approve and accept the 2023 Motor Fuel Tax Fund program. Roll call vote: Seidelman-yes, Deer-yes, Estes-yes, Ponton-yes. Motion carried.

The sponsorship of Fisher CUSD #1 grant application for Illinois Safe Routes to School Funding Program has been tabled.

The purchase of TextMyGov program to facilitate Village communications with residents will be revisited in one year.

The Ordinance approving and authorizing the execution of a professional services agreement for the establishment/annual administration of TIF V by and between the Village of Fisher and Jacob and Klein Ltd. and The Economic Development Group, Ltd. has been tabled.
