Village of Gifford Board met June 2.

Here are the minutes provided by the board:

The Village Board of Trustees met at 7:00 p.m. in the Gifford Village Building to hold their regular monthly meeting. Officers and Trustees present were President Ackerman and Trustees, Hammond, Harris, McFadden, Pannbacker and Severins. Trustee Starkey was absent. Treasurer Christie Huls, Clerk Diane Baker, Chief Weary and Water/Maintenance/Zoning Jon Couture were all present.

Community members present: Travis Youmans, Cindy Duden, Earl Smith, Ryan and Angie Jones, Justin Schmidt, Josh Kopmann and Jim and Sue Wallbridge.

Pledge of Allegiance and roll call.

__________ from 206 E Center St. asked for approval of 1 ½ PCP pipe for pump. Board was okay with this.

Travis Youmans was present to talk about water issues at his house. He had presented at the last couple meetings. He is wanting to know if the Village can reimburse him for some of the costs. He inquired about lake ownership as well. Trustee Pannbacker said as far as he knew it is Gary Duden and Justin Fullenkamp. Travis said he has also contacted an engineering firm.

Trustee Harris made a motion to approve $3,739.65 worth of bills from work done by/for Travis Youmans. Board is wanting itemized bills. It was seconded by Trustee Hammond. Roll call vote (4 yes, 1 no). Motion carried.

Earl Smith asked for money from the village to finish updating and adding on to the War Memorial at the South Park. Lion ‘s donated $2,000.00 for the project.

Trustee Pannbacker made a motion to approve $3,685.57 for the remainder of the costs for the update and addition to the War Memorial at the South Park. It was seconded by Trustee Hammond. All trustees concurred in a roll call vote (5 yes, 0 no).

Jim and Sue Wallbridge were present to ask about property lines. They are needing to move their fence and are not able to locate one of the pins. Jonathan has been over to the property and has had no luck finding it. Board thinks the only option would be to get it surveyed.

Justin Schmidt was present to ask about sidewalks getting redone from when things were dug up for the water main on Main St. Cory Roberts concrete needs to still be fixed as well. Trustee McFadden will work with Jonathan Couture to try and find someone for the work.

Ryan and Angie Jones were present to ask about the property just purchased next to their home. Mainly concerned about it being farmed. It is R1 zoned at this time and can be farmed. Justin Schmidt said other towns/villages have ordinances where there is a certain amount of time someone has to build on a property when purchasing a lot in such town/village and maybe Gifford should look into this ordinance.

MSA-Road work to start July or August and the sludge removal this fall.

Zoning-Jonathan Couture reported about a garage ordinance. Much discussion. He will take back and report to the zoning committee and then have the ordinance ready for the July meeting.

Jonathan said it will be a few months before Kalin can get to the West St. fix. Trustee McFadden asked about another bid from Kocher.

Each Trustee and Officer had been furnished minutes of the last regular meeting. Trustee Pannbacker made a motion to dispense with the reading of the minutes. It was seconded by Trustee Harris. All trustees concurred in a roll call vote (5 yes, 0 no). Trustee Harris made a motion to accept the minutes as read. It was seconded by Trustee Pannbacker. All trustees concurred in a roll call vote (5 yes, 0 no).

Each Trustee and Officer had been furnished printed copies of the bills to be considered for payment. Trustee Pannbacker made a motion to dispense with the reading of the bills. It was seconded by Trustee Hammond. All Trustees concurred in a roll call vote (5 yes, 0 no). Trustee Pannbacker made a motion to pay the bills, with the additions of the war memorial, Travis Youmans and MSA EPA Permits as presented. It was seconded by Trustee Hammond. All Trustees concurred in a roll call vote (5 yes, 0 no).

Each Trustee and Officer had been furnished printed copies of the Treasurer’s Report, Trustee Pannbacker made a motion to dispense with the reading of the Treasurer’s Report, except for the summary. It was seconded by Trustee Severins. All Trustees concurred in a roll call vote (5 yes, 0 no). The starting balance in Village accounts as of May 1, 2022 was $1,321,160.59. Total money received for the month of May 2022 was $199,316.57 plus $6.22 interest from CD#15399 and $7.16.891 interest from CD#8170. Total expenses for the month were $220,517.96 leaving a balance on May 31, 2022 of $1,299,972.31.

VILLAGE OF GIFFORD WATER & WASTEWATER REPORT

Total gallons of water pumped for May-2,279,060 Gallons

Average daily consumption for May-73,000 Gallons

Sent out 7 letters for non-payment of water and sewer bills

IRWA came in and did a couple leak detections one at Robins car lot no leaks were found. Water eventually stop running on the surface. Second one was at 101 Eagle Peak CT. no leaks were found.

Met with County and State Highway Dept. about ditch along 136 and 2300 E not flowing.

Gasvoda installed new battery back-up and relays for VFD’s at the water plant.

POLICE REPORT- Monthly investigative, 17 Incidents, 2 Reports and 0 Arrests. Traffic Matters, 21 Incidents, 20 Warnings, 0 Citations and 0 Arrests.

STREET AND ALLEY REPORT – Trustee Pannbacker said he needs to contact the State about the crosswalks on Main St.

SANITARY AND STORM REPORT – Absent

POWER LIGHTS AND TELEPHONE REPORT– Trustee Severins reported 99 street lights will be replaced with LED lights.

RESOURCES MANAGEMENT AND PUBLIC RELATIONS REPORT – No Report

FACILITIES CONSTRUCTION AND MAINTENANCE REPORT – No Report

OLD BUSINESS

Trustee McFadden made a motion to approve the Appropriations, #436. It was seconded by Trustee Pannbacker. All trustees concurred in a roll call vote (5 yes, 0 no).

NEW BUSINESS

EXECUTIVE SESSION

Motion to move into executive session, Trustee Pannbacker and seconded by Trustee Harris. Voice vote all yes.

Entered into executive session at 8:20 p.m. to discuss personnel issues.

Motion to move back to regular session, Trustee Pannbacker and seconded by Trustee Severins. Voice vote all yes.

Regular session 8:38 p.m.

Trustee Pannbacker made a motion to hire Phil Wake, pending physical and drug test for start date. It was seconded by Trustee Hammond. All trustees concurred in a roll call vote (5 yes, 0 no).

Trustee Pannbacker moved the meeting be adjourned. It was seconded by Trustee Severins. All Trustees concurred in a voice vote. The meeting was adjourned at 8:43 p.m.
