City of Urbana Plan Commission met March 8.

Here is the minutes as provided by the commission:

Members Present:      Barry Ackerson, Jane Billman, Andrew Fell, Tyler Fitch, Lew


                                   Hopkins, David Trail, Chenxi Yu

Members Excused:    Nancy Esarey Ouedraogo, Daniel Turner

Staff Present:             Lorrie Pearson, Planning Manager; Christopher Marx, Planner I,

                                   Teri Andel, Planning Administrative Assistant II

1. Call to Order, Roll Call and Declaration of Quorum

Chair Fitch called the meeting to order at 7:00 p.m. Roll call was taken and a quorum of the

members was declared present.

2. Changes to the Agenda

There were none.

3. Approval of Minutes

No minutes were presented for approval.

 4. Communications

There were none.

5. Continued Public Hearings

Plan Case No. 2331-T-18 – A request by the Urbana Zoning Administrator to amend the

Urbana Zoning Ordinance to modify who may submit an application for various permits

and approvals.

Chair Fitch stated that this case was continued to the March 22, 2018 meeting.

6. Old Business

There was none.

7. New Public Hearings

Plan Case No. 2339-T-18 – A request by the Urbana Zoning Administrator to amend the

Urbana Zoning Ordinance to combine the Mixed Office Residential (MOR) Development

Review Board and the Design Review Board.

Chair Fitch opened the public hearing for this case and continued it to the March 22, 2018 meeting.

8. New Business

Plan Case No. 2330-M-18 – Annual Review of the Official Zoning Map

Chair Fitch opened this item on the agenda.

Christopher Marx, Planner I, presented the staff report for this case to the Plan Commission. He

reviewed the changes made to the Official Zoning Map since the last update in March of 2017.

He read the options of the Plan Commission and presented City staff’s recommendation for

approval.

Chair Fitch asked if any members of the Plan Commission had questions for City staff.

Mr. Hopkins asked for clarification on the vacation along Green Street. Mr. Marx stated that it

was for a north-south alley right-of-way between East Green Street and East High Street.

Mr. Hopkins mentioned that there were typos in the chart of rezonings.

With no further questions for City staff and no audience to provide public input, Chair Fitch

opened the case for Plan Commission discussion and/or motion(s).

Mr. Ackerson moved that the Plan Commission forward Plan Case No. 2330-M-18 to the City

Council with a recommendation for approval. Mr. Fell seconded the motion. Roll call on the

motion was as follows:

          Mr. Fitch                  -           Yes                     Mr. Hopkins      -            Yes

          Mr. Trail                   -           Yes                     Ms. Yu              -            Yes

          Mr. Ackerson           -           Yes

The motion was approved by unanimous vote. Mr. Marx noted that this case would be forwarded

to City Council on March 19, 2018.

9. Audience Participation

There was none.

10. Staff Report

Christopher Marx reported on the following:

     o Plan Case No. 2328-SU-18 regarding 713 West Ohio is scheduled to be reviewed by City

         Council on March 19, 2018.

     o Plan Case No. 2329-M-18 regarding 202, 206 and 212 West Green Street and 302 North

        Broadway Avenue was approved by City Council on March 5, 2018.

     o Plan Case Nos. 2337-CP-18 and 2338-M-18 regarding the Illinois American water site

         were approved on March 5, 2018.

     o Plan Case No. 2333-M-18 has been deferred to a City Council meeting in May at the

         request of the Champaign County Board.

 12. Adjournment of Meeting

The meeting was adjourned at 7:13 p.m.
