Call to order at 7:00 pm by Mayor Dan Dickey

Others present: City Attorney Marc Miller, Admin. Assistant Peg Stalter, City Superintendent Randy Stauffer, Police Chief Adam Rosendahl, Ross Brown (Ford County Record and WGCY), Mike Friend (Farnsworth), Mady Schutte, Billie Jo Denny..

Pledge of Allegiance: led by Alderman Laura Miller.

Approval of Council Minutes: Alderman Nelda Jordan motioned to approve the minutes of November 27, 2017; seconded by Alderman Susie Tongate. MC 7-0. Alderman Brandon Roderick was absent.

Mayor Dickey recognized visitors: 1.) Mike Friend of Farnsworth stopped by to wish everyone a Merry Christmas with a box of candy for the council, 2.) Billie Jo Denny reported that the Ed Day Skate Park Committee would be holding a large Garage Sale at 119 N Church this Friday, Saturday and Sunday and that the ‘Queen of Hearts’ weekly raffle has raised $1901.00 to date.

Treasurer’s Report: No report.

Administrative Report: Admin Assistant Peg Stalter offered no report.

COMMITTEE REPORTS:

Ordinance Committee – Alderman Nelda Jordan offered no report.

Street and Alley –Alderman Doug Parsons offered no report.

Police/Health, Light and Nuisance –No report.

Finance Committee –Alderman Scott Davis offered no report.

Personnel Committee – Alderman Dennis Pardick offered no report.

Water and Sewer – Alderman Randy Wyant offered no report.

Parks / Buildings / Technology – Alderman Susie Tongate called a joint committee meeting with the Pool Board on Jan. 16, 2018 to continue discussion of matters at the pool. She also reported that the city app is up and running successfully with 569 current users and that the signs have been placed in town.

Economic/Industrial Development – Alderman Laura Miller offered no report.

OLD BUSINESS: none

APPROVAL OF BILLS:

TIF #2 bills - Seven (7) bills totaling $ 259,335.22. Alderman Randy Wyant motioned to approve payment of the 7 TIF2 bills; second by Alderman Dennis Pardick. MC 7-0.

TIF #3 bill – One (1) bill totaling $989.65. Alderman Nelda Jordan motioned to approve payment; second by Alderman Doug Parsons. MC 7-0.

General Fund Bills totaling $ 330,523.88. Alderman Laura Miller motioned to approve payment of the general bills; second by Alderman Susie Tongate. MC 7-0.

NEW BUSINESS:

A.) Consideration and Approval of Mayor’s appointment of Mady Schutte as Junior Alderman. Alderman Dennis Pardick motioned to approve Mayor Dickey’s appointment of Mady Schutte as Junior Alderman; second by Alderman Scott Davis. MC 7 ayes. City Clerk Carla Moxley issued the Jr. Alderman Oath of Office to Mady Schutte, welcomed her to the Council and asked her to take her seat.

B.) Discussion, Consideration and Approval of 2018 Harvest Fest Event. Billie Jo Denny requested September 7 and 8, 2018 for the Harvest Fest with more information to follow over the coming months. She reported that they are hoping for Friday night to be designated Family Night with Saturday night hosting big name music. Alderman Susie Tongate motioned to approve September 7 and 8, 2018 for the 2018 Harvest Fest Event; second by Alderman Doug Parsons. MC 7 ayes.

C.) Discussion, Consideration and Approval of State Champions Ad in the Ford County Record. Alderman Scott Davis motioned to approve a one time ad for the State Champions in the Ford County Record; second by Alderman Dennis Pardick. MC 7-0.

D.) Discussion, Consideration and Approval of Change Order #003 for CSO Sewer Separation Project Phase 3B. Superintendent Stauffer reported that the initial estimated cost was $602,600.00 with previous change orders being added at $9,789.72. The current change order is $1,151.59 which brings the total job cost to $650,000.00. Alderman Scott Davis motioned to approve Change order #003 for the CSO Sewer Separation Project Phase 3B as presented; second by Alderman Susie Tongate. MC 7-0.

E.) Discussion, Consideration and Approval of Ordinance 2017-O-21, amending the revised Code of Ordinances to Prohibit Sexual Harassment. Attorney Marc Miller recommends the council to adapt Ordinance 2017-O-21 as presented. Alderman Laura Miller motioned to approve Ordinance 2017-O-21 as presented; second by Alderman Doug Parsons. MC 7-0.

ADJOURN: Jr. Alderman Mady Schutte, ratified by Alderman Dennis Pardick motioned to adjourn; seconded by Alderman Scott Davis. Council was poled with 7 ayes.
