A. Call to Order and Roll Call
Mayor Marlin called the meeting of the Urbana City Council to order at 7:00pm.
B. Approval of Minutes of Previous Meeting
Alderman Ammons made a motion to approve minutes from the City Council meeting held on July 10, 2017, and two Special City Council meetings held on February 22, 2016 and March 14, 2016. Motion seconded by Alderman Roberts and carried by voice vote.
C. Additions to the Agenda
There were none.
D. Petitions and Communications
Isak Griffiths, executive director of Courage Connection, thanked the City for support and help in funding. It will allow them to continue their work in providing services for the community.
Allen Max Axelrod spoke about gun violence and his ideas of how to avoid police shootings of citizens.
Bishop King James did not wish to speak, but asked that his position be entered into the record regarding the Dr. Ellis Subdivision sewer issues.

a. Ordinance No. 2017-07-036: An Ordinance Amending Schedule F of Section 23-82 of the Urbana Local Traffic Code Designating One-Way Streets and Alleys (Anderson Street)
Alderman Brown made a motion to approve Ordinance No. 2017-07-036 as forwarded from committee with corrections suggested at the committee meeting.
The corrections were the addition of “on School Days” in Section 1 under the “Days” heading, and correction of the “2:30 a.m. to 3:30 a. m.” to “2:30 p.m. to 3:30 p.m.”. The motion was seconded by Alderman Ammons and carried by roll call vote as follows:

H. Reports of Officers
Mayor Marlin spoke about the phone service outage at the City. The outage is the result of the severing of several cables on campus on Friday, July 14. She said the city building has service for outgoing calls but no service for incoming calls. 911 can be reached, as can Public Works, the Fire Department and Finance Department. Information regarding the phone outages can be found on the city website.

1. Mayoral Reappointments to Boards and Commissions
a. Public Arts Commission – term to end June 30, 2020
1. Kathryn Herrell – appointed June 20, 2017
Mayor Marlin presented reappointment of Kathryn Herrell to the Public Arts Commission. Alderman Ammons made a motion to approve the reappointment as presented. Motion seconded by Alderman Jakobsson and carried by voice vote.
2. Mayoral Appointments to Boards and Commissions
a. Community Development
1. James Winston – term to end June 30, 2020
Mayor Marlin presented appointment of James Winston to the Community Development Commission. Alderman Miller made a motion to approve the appointment as presented. Motion seconded by Alderwoman Wu and carried by voice vote.

With no further business to come before the City Council, Mayor Marlin declared the meeting adjourned at 7:14 pm.
