The City Council of the City of Urbana, Illinois met on Monday, August 21, 2017 at 7:00 p.m. in the Council Chambers at the Urbana City Building.

A. Call to Order and Roll Call
Mayor Marlin called the meeting of the Urbana City Council to order at 7:01 pm.
B. Approval of Minutes of Previous Meeting
Alderman Ammons made a motion to approve minutes from the City Council meeting held on August 7, 2017, three special City Council meetings held on June 2, 2017, September 22, 2014, September 26, 2016 and two public hearings held on August 7, 2017 and August 14, 2014. Motion to approve the minutes for all meetings was seconded by Alderman Roberts and carried by voice vote.

D. Public Input
1. Library Board Annual Report
Library Executive Director Celeste Choate presented the Library Board Annual Report. Ms. Choate informed the council that there are currently 12,201 library card holders, circulation of 812,219, and almost 380,000 people visited the library in the past year. She said a big event for the library was the purchase of the vacant lot at 202 West Green Street by the Urbana Free Library Foundation. Ms. Choate informed council members about new items at the library, including:
- Music collection with guitars and amplifiers and a percussion cliphit, with ukuleles and a mandolin to be added soon
- A Chromebook, laptop and tablet for checkout and use in the library
- Videogames
- Human anatomy models
- Telescopes, microscopes, globes and hands-on learning kits
Ms. Choate went over improvements and repairs needed at the library. She answered questions and concerns from council members.
Mayor Marlin proclaimed September 2017 as library card sign up month in the City of Urbana, Illinois.

Bishop King James did not wish to speak, but asked that his position be entered into the record regarding the Dr. Ellis Subdivision sewer issues.

Alderman Miller made a motion to approve Ordinance No. 2017-07-038 as forwarded from Committee. Motion seconded by Alderman Ammons. There was discussion about increased traffic and noise factor in the area of 801 North Smith Road. Community Development Manager John Schneider and Planner Christopher Marx explained changes made to accommodate the surrounding residences. The changes were in use restrictions, screening requirements and building setbacks. Mr. Schneider and Mr. Marx responded to questions and concerns from council members. After discussion Ordinance No. 2017-07-038 was approved by roll call vote as follows:

Alderman Roberts commented about the success of the trip by the Sister City Committee to Malawi. He said he would give a more detailed presentation about the trip in the near future.
H. Reports of Officers
Public Works Director William Gray announced the grand opening of the Kickapoo Rail Trail on Friday, August 25 at 5:30pm in downtown St. Joseph, Illinois.
Mayor Marlin reminded everyone about the Sweetcorn Festival taking place on Friday, August 25 and Saturday, August 26 in downtown Urbana.

1. Jason Norton
Mayor Marlin presented the appointment of Sergeant Jason Norton to Police Lieutenant. Lt. Norton and Police Chief Sylvia Morgan answered questions from council members.
Mayor Marlin announced that she and Champaign Mayor Deb Feinen had a joint statement. She said that as mayors of the cities of Urbana and Champaign, they condemn the violence, racism and bigotry associated with groups promoting white supremacy. They believe their communities are enriched by the diverse people from around the world who reside in them.
