The City Council of the City of Urbana, Illinois, met in regular session Tuesday, September 5, 2017 at 7 p.m. in the Council Chambers at the Urbana City Building. *Held Tuesday due to holiday (Labor Day).

A. Call to Order and Roll Call

There being a quorum, Mayor Marlin called the meeting of the Urbana City Council to order at 7:25 p.m. following Township Board meeting.

B. Approval of Minutes of Previous Meeting

Alderman Miller made a motion to approve minutes from August 21, 2017(Regular meeting), and August 28, 2017 (Special Meeting). Alderman Roberts seconded. Motion carried by voice vote.

C. Additions to the Agenda

There were none.

F. Reports of Standing Committees

1. Committee Of The Whole

a. Ordinance No. 2017-08-048: An Ordinance Revising the Annual Budget Ordinance for FY 2017/18 (Budget Amendment #2 - Various Items)

Alderwoman Wu made a motion to approve Ordinance No. 2017-08-048 as forwarded from committee. Alderman Ammons seconded. There being no discussion the motion carried by roll call vote. Votes were as follows:

Disposition: Ordinance No. 2017-08-048 was approved by roll call vote (8-Aye; 0-Nay).

b. Ordinance No. 2017-08-050: An Ordinance Approving and Authorizing Execution of the Agreement for Termination of Lease (Cunningham Children’s Home, 1301 S. Cunningham Avenue)

Alderwoman Wu made a motion to approve Ordinance No. 2017-08-050 as forwarded from committee. Alderman Miller seconded. Discussion ensued.

Community Development Manager John Schneider added a change to this item under section 3. Upon approval, the City Clerk is directed to record a certified copy with the Champaign County Recorder of Deeds.

Public Works Director William Gray addressed questions and concerns from council members about sidewalks. Alderwoman Wu asked what happen to the rest of the sidewalk repair projects when 50% of the current street budget is being used on a new sidewalk. Mr. Gray replied by saying that it would be fewer repairs done.

After debate, motion carried by roll call vote. Votes were as follows:

c. Resolution No. 2017-08-057R: A Resolution to Approve an Intergovernmental Agreement between the City of Urbana and Illinois Department of Revenue (Inspections of Liquor Licensee Holders’ Premises)

* Alderman Miller recused himself from voting on this item, due to conflict of interest, as he is a manager for a business that holds a liquor license in the City of Urbana.

Alderwoman Wu made a motion to approve Resolution No. 2017-08-057R as forwarded from committee. Alderman Roberts seconded. There being no discussion the motion carried by roll call vote. Votes were as follows:

Alderwoman Wu made a motion to approve Resolution No. 2017-08-058R as forwarded from committee. Alderman Jakobsson seconded. There being no discussion the motion carried by roll call vote. Votes were as follows:

H. Reports of Officers

Public Works Director William Gray announced various meetings and events these were as follows:

➢ Thursday morning September 7th from 7:30-9:30am an informative breakfast regarding Age Friendly Champaign-Urbana will take place at Presence Covenant Medical Center Auditorium.

➢ Kickapoo Rail Trail Connectivity Study – Public Works Hop- Thursday, September 7th from 4:30-6:30pm at Champaign County Highway Department – 1605 East Main Street.

➢ Immediately after that meeting at Weaver Park there will be Kickapoo Rail Trail Celebration and Ride that will take place at 2205 East Main Street, there will be a Gathering at 6:45 pm with remarks at 7:00pm followed by a casual ride.

➢ There will be a ribbon cutting for the completion and opening of the Bradley Avenue Bike Lanes Striping Project on Friday, September 8th at 2:30pm on Bradley Avenue in front of Leek and Sons Funeral home just west of Goodwin Avenue.

➢ Curtis Road Corridor Study public meeting will take place Thursday, September 21st from 6:00 – 7:30pm at the Church of Christ located at 2601 Philo Road.

Mr. Gray also addressed questions and concern from council members about various topics relating to traffic, lane closures, and street conditions.

Alderman Ammons said that he was approached by some of his constituents, one being Ms. Harris, with concerns about the continuous deterioration conditions of Romine Street from Bradley to Beslin Street.

Mayor Marlin invited everyone to visit Market at the Square this coming Saturday, September 9th from 9-11am. It will be a day full of events and special surprises. Midwest Living Magazine will be in town to celebrate the designation of Champaign-Urbana as “The Greatest Food Town in the Midwest.”

I. New Business

1. Resolution No. 2017-09-060R: A Resolution Authorizing Ratification of a Collective Bargaining Agreement with Local #1147 of the International Association of Fire Fighters (IAFF) for the Term July 1, 2017 through June 30, 2020

Mayor Marlin introduced Resolution No. 2017-09-060R and acknowledged the hard work by both bargaining teams the Firefighters and the city. The names of those representing each group are as follows:

Firefighters: Steven Doggett, Tal Prendergast, Blake Kuhns, Jacob Hutchcraft, Mike Jannusch, and Chad Johnson.

City Staff: Todd Rent, Elizabeth Hannan, Michelle Brooks, and Corey Franklin (Lowenbaum Law)

Human Resources Manager Todd Rent presented Resolution No. 2017-09-060R to council with recommendation for approval. Mr. Rent reiterated the collaboration with Fire Chief Brian Nightlinger, President of IAFF Local # 1147 Steven Doggett and everyone in the bargaining teams from both sides. Mr. Todd Rent asked the council if there were any questions about the memo submitted with the resolution. There being none, Alderman Ammons made a motion to approve Resolution No. 2017-09-060R as presented. Alderman Miller seconded. Motion carried by roll call vote. Votes were as follows:

Disposition: Resolution No. 2017-09-060R was approved by roll call vote (7-Aye; 0-Nay).

President of IAFF Local # 1147 Steven Doggett acknowledged the collaborative work from both side of the bargaining units and the 52 members of the fire department.

2. Closed Session to Discuss Minutes of Closed Sessions: Review of closed session minutes pursuant to 5 ILCS 120/2(c)(21).

A motion to go into closed session to consider review of closed session minutes pursuant to 5 ILCS 120/2(c)(21) was made by Alderman Miller and seconded by Alderwoman Wu. Motion carried by roll call vote. Votes were as follows:

Council moved into Closed Session at 7:57pm.

The body went back into open session at 8:24pm. Alderman Roberts made a motion to go into open session. Alderman Miller seconded. Motion carried by roll call vote. Votes were as follows:

There being no further business to come before the City Council, Mayor Marlin declared the meeting adjourned at 8:25p.m.
