Here is the minutes provided by the Council:

Bristol Place Development [SS 2017-024]

City Manager David noted Bristol Place Development has been discussed many times with Council. Due to the length of the prior Council actions, prior Council actions have been listed on an attachment to the Report to Council. Action on this development began in 2007 with a City Council goal to begin looking at the redevelopment of Bristol Place. Bristol has been in need of City support longer than the plan indicates. Tonights discussion is a culmination of many years of community partnership, staff work, and Council leadership to make an amazing, positive transformation, of this community.

Manager Wiman introduced Mr. Bland and Mr. Roberts, noting their presence for possible technical questions and their role in this development.

Staff Presentation: Manager Wiman’s presentation included the following topics:

• Various People Involved Since 2007 – City Staff, Council and Boards, Bristol Park Neighborhood Steering Committees

• Bristol Place Redevelopment – Brief History and Process (2011, 2012, 2012-2014, and 2014 LEED-ND)

• Description of the Project

➢ First Site (2018)

➢ Unit Mix by # of Bedrooms, Income

➢ Unit Size + Income + Rent

➢ Future Boneyard Basin

➢ Cost Factors

➢ Phase II – Bild to Ownership – City AHDVS HACC and AHDVS HACC Investors

• Next Steps and Timeline

• Alternatives

Action Recommended: The Administration recommends Alternative 1 directing staff to place the necessary documents required for the Low-Income Housing Tax Credit Application with the Illinois Housing Development Authority for the Bristol Place Redevelopment on the June 13 Special Regular Council Meeting for approval.

Council Members’ Technical Questions: Council Members raised the following technical questions in relation to the Bristol Place redevelopment including the number of units available, during this phase, for purchase or lease; ability to acquire property if you relocate within the Bristol Place development; possibility of ownership prior to fifteen years; and senior housing and accessibility issues.

Public Input: The following member of the audience spoke in support of the Bristol Place redevelopment, and thanked all those involved in the redevelopment process and for a great project:

Council General Discussion: Council Members expressed thanks for the presentation, for noting all involved, and addressing affordable and accessible housing in the community; concern with time frame for home ownership, the need to encourage African Americans to build assests, and thanks for revitalizing the area; great history overview and addressing disinvestment in this area, need to keep City involved in such issues and keep people from disengaging, and the need to continue to include diversity of people and economics; and thanks for the house move update, and for continued success of the project.

Poll: Mayor Feinen polled Alternative 1 directing staff to finalize the documents necessary to submit financial applications for the Bristol Place Redevelopment on the June 13 Special Council meeting agenda. The result of the poll was 9 ayes and 0 nays.

Adjournment: CM Stock, seconded by CM Gladney, moved to adjourn. A voice vote was taken; all voted yes.

Mayor Feinen thanked Director Bland for his years of service.
