FY 16/17 Summer Youth Employment Program Update [SS 2017-025]

City Manager David noted staff would present updates on two Council goal projects related to the City’s partnerships in support of youth in the community. The first being an update of the former Summer Youth Employment Program.

Facilitator Parsons noted the program is a great collaboration with other entities to address youth in the community, and sets a great example of what can be done in the community. He noted since 2011, the City has partnered with Champaign Unit 4 School District (District) to design a Summer Youth Employment Program (SYEP); 2013 Council made a $75,000 investment each year in our youth; 2015 the Community Coalition (Coalition) determined that summer youth employment and youth employment was a priority for the Coalition; and that employment, training, and workforce development is a key community component to expose youth to the world of work. Facilitator Parsons introduced the Unit 4 representatives.

Presentation: Director Thomas noted this as an opportunity to provide an update regarding the Y.E.S. program, the program is a highlight of one of the District’s efforts in community partnerships, and directly supports the goals of the Superintendent for engaging student experience and plan for post-secondary success; annual program evaluation; and noted a comparison to the Minneapolis program, Step Up, which has a designated staff to support their initiative, and the District’s consideration of modifying its program to provide a higher quality program (or focus on numbers) with a reduced number of students (175 to 100 students) to allow for a unique student experience and not just a summer jobs program, and allowed for the hiring of a coordinator.

Facilitator Parsons briefly addressed the future of workforce preparation for community youth including a community wide approach to youth employment, and the Community Coalition Workforce Readiness Goal Group, its readiness goal, and consensus definition of workforce readiness.

Action Recommended: The Administration requested Council feedback on the progress of the Summer Youth Employment Program (now known as Y.E.S., Youth Employment Services) for the FY 16/17 program in partnership with the Champaign Unit 4 School District.

Council Members’ Technical Questions: Council Members technical questions included the following topics: participation requirements including examining the free and reduced lunch criteria, using 150% income level, reduction in the numbers served, and considering trade union work; targeting year-round students and possible impact on certain student population such as athletes; scoring students acceptance to the program; ability to reassign students if not a career match; number of employer paid spots; encouraging more participation; employer partners; the follow-up process following summer employment; and possibly increasing participation numbers in the future.

Council General Discussion: Council Members discussion included the following topics: concern regarding the reduction in the number of participants, and evolution of the program and having a secure budget; guidance and leadership is an important component versus increased participants; importance of the year round component and mentoring students; importance of tiers – student-employer partnership; growth of the program and thanks to all involved, especially employers, students, family support, and staff; consider free-reduced lunch concerns expressed; thanks for all the efforts involved in continuing the program.

Poll: Deputy Mayor Bruno polled Alternative 1 directing staff to continue the recurring Intergovernmental Agreement for the implementation of the 2017 Youth Employment Services (Y.E.S.) Program in partnership with Champaign Unit 4 School District. The result of the poll was 8 ayes and 0 nays.

Council Goal Update: Youth Assessment Center [SS 2017-026]

City Manager David noted in continuing with the theme of support to community youth, staff will provide an update regarding the community Youth Assessment Center (YAC) which is another initiative under the Community Coalition involving community partners.

Staff Presentation: Deputy Chief Daniel’s presentation included the following topics:

• Why Created, Role in Addressing Juvenile Crime, and Accomplishments and Challenges of the Center

• YAC History and Purpose

• Juvenile Offenders - Station Adjustments including Definition, Goal, and Conditions; and Balanced and Restorative Justice (BARJ)

• YAC Accomplishments

• YAC Challenges – New Location Needed, Improved Collaboration, Improved Coordination with School Resource Officers and YAC staff, and Increased Recidivism

• YAC Impact – budget; more effective intake procedures; and better assessments, social service referrals and station adjustment monitoring for juveniles and families, and police staff time savings

Recommended Action: No action is required. Comments or suggestions should be directed to Deputy Chief Daniels or Police Chief Cobb.

Council Members’ Technical Questions: Council Members technical questions included the following topics: station adjustment enforcement, and regularity of follow-up and checks; and whether police and YAC staff will work with Unit 4 to address building location issues.

Public Input:

Rebecca Patterson, 609 E. Bradley, briefly addressed youth and other violent activities occurring in her community in the late evenings, some with toddlers being present; and the need to address these concerns.

Council General Discussion: Council Members comments included the following topics: great program that is working and importance of continuing to work with other agencies, need to continue to work to obtain a new location; important to work to impact past experiences and provide hope for the future; glad families are included and provide support; thanks for the presentation

Poll: No poll was required as the presentation was to provide Council Members a general update of information regarding the Youth Assessment Center.

Adjournment: CM Stock, seconded by CM Beck, moved to adjourn. A voice vote was taken; all voted yes.
