Champaign City Council approves purchase of 6 squad cars

Champaign City Council met Tuesday, March 7.

The Champaign City Council meets at 7 p.m. on the first and third Tuesdays of each month in council chambers at the city building, 102 N. Neil St.

Regular Council Meeting

March 7, 2017

There being a quorum present, Mayor Feinen called the meeting to order at 7:21 p.m. following the Township meeting.

ROLL-CALL: Present: Paul Faraci, Matthew Gladney, William Kyles, Michael La Due, Greg Stock, Angie Brix, Mayor Feinen

Absent: Clarissa Fourman, Tom Bruno

SPECIAL RECOGNITION:

New Employee Introductions – City Manager David introduced Thomas Yu, Assistant City Attorney; and Deb Busey, interim Finance Director.

Mayor Feinen expressed appreciation for having Deb Busey with the City on an interim basis.

CM Faraci, seconded by CM La Due, moved to approve the minutes. A voice vote was taken; all voted yes.

ACTION ON COUNCIL BILLS

ORDINANCES AND RESOLUTIONS:

Passed CB-2017-052, “A Resolution Authorizing The City Manager To Execute An Amended And Restated Contract With Illinois Marathon, LLC”

CM Faraci, seconded by CM La Due, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, Mayor Feinen noted she would be abstaining from voting. A roll-call vote was taken; all voted yes except Mayor Feinen who abstained.

CM Faraci, seconded by CM LaDue, moved to consolidate CB-2017-053, CB-2017-054, and CB-2017-055. A voice vote was taken on the motion to consolidate, all voted yes. Passed CB-2017-053, “An Ordinance Amending Sections 2-257.2 Through 2-257.5 Of The Champaign Municipal Code 1985 (Fire Department; Appointment – Deputy Fire Chiefs; Appointment Battalion Chiefs; Appointment – Fire Engineers, Fire Lieutenants And Fire Captains; And Appointment – Firefighters)”

Passed CB-2017-054, “A Resolution Approving Appendix D Of The Non-Bargaining Unit Handbook (Fire Battalion Chief Benefits)”

Passed CB-2017-055, “A Resolution Approving A Memorandum Of Understanding To Amend The City’s Collective Bargaining Agreement With The International Association Of Firefighters (IAFF) Local 1260 (Legal Department – IAFF Local 1260)”

After a brief explanation of the Council Bills by Mayor Feinen, a roll-call vote was taken; all voted yes.

Passed CB-2017-056, “A Resolution Authorizing The Purchase, Programming And Configuration Of 72 Portable Radios And Related Equipment (Champaign Fire Department – Motorola Solutions Inc.)” Purchase Amount $268,140.27

CM Faraci, seconded by CM La Due, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

Passed CB-2017-057, “A Resolution Approving An Agreement For Police Promotional Testing Services (Human Resources – Standard & Associates Inc.)” Agreement Amount Not To Exceed $59,600

CM Faraci, seconded by CM La Due, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

Passed CB-2017-058, “A Resolution Approving Contracts With Champaign Economic Restoration Endeavors Inc. (C.E.R.E.) And Aaron Fenter D/B/A Fenter Machinery To Demolish Various PropertiesLocated In Bristol Place: 1210 N. Market, 112 & 112 ½ E. Garwood, 106 & 118 E. Roper, 104, 108 & 116 E. Bellefontaine (Neighborhood Services Department – Bristol Place Redevelopment – Phase I)”

Total Bid Amount $103,776

CM Faraci, seconded by CM La Due, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

Passed CB-2017-059, “A Resolution Approving an Agreement With The Public Art League For The Temporary Display Of Artwork (Planning And Development)” Agreement Amount $129,750

CM Faraci, seconded by CM La Due, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

Passed CB-2017-060, “An Ordinance Amending Sections 37-61.2, 37-62.2, 37-63.2, 37-64.2 Of Chapter 37 Of The Champaign Municipal Code, 1985, As Amended (Zoning Districts)”

CM Faraci, seconded by CM La Due, moved to adopt the Ordinance. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

Passed CB-2017-061, “A Resolution Authorizing The City Manager To Purchase Road Salt (Public Works – State Of Illinois Department Of Central Management Services, Procurement Services Division)”

Purchase Not To Exceed $198,000

CM Faraci, seconded by CM La Due, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

Passed CB-2017-062, “A Resolution Accepting

A Bid And Authorizing The City Manager To Execute And Agreement To Purchase Six Squad Cars And Declare Five Squad Cars To Be Surplus (Public Works Department – Morrow Brothers Ford Inc., Greenfield, Illinois)”

Purchase Amount $173,900

CM Faraci, seconded by CM La Due, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

Passed CB-2017-063, “A Resolution Appointing Kyle Sondgeroth To The Historic Preservation Commission In The City Of Champaign”

CM Faraci, seconded by CM La Due, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, CM Stock noted this is another individual applying to serve that participated in the Government 101 program, and the program is working to refer people for service. A roll-call vote was taken; all voted yes.

AUDIENCE PARTICIPATION: None

COUNCIL AMD MANAGER COMMENTS:

CM Gladney noted he rode with firefighters this past Friday, and he thanked all first responders for their professionalism and for what they do daily.

CM Stock agreed with CM Gladney, noting much planning is involved with keeping everyone safe during the high volume activities of this past weekend.

CM Faraci thanked the Fire Department for the smoke detector blitz this past Saturday; for all the departments’ efforts to help provide these safety measures for residents; and he stressed the importance of everyone having working smoke detectors in their home.

Mayor Feinen noted the new standard for smoke detectors in the home is one in every bedroom and the hallway; and she stressed the importance of having smoke and carbon monoxide detectors, and to ensure they are working. She expressed condolences to the family of Mr. Morales who died over the weekend; and thanked police for all their liquor enforcement efforts, and for all jurisdictions working cooperatively together.

VOUCHERS:

CM Faraci, seconded by CM Stock, moved to adopt Voucher No. 15 (vendor payments) in the amount of $2,195,350.28. A voice vote was taken; all voted yes.

PAYROLL:

CM Faraci, seconded by CM La Due, moved to approve the payroll dated February 24, 2017 in the amount of $1,713,758.77. A voice vote was taken; all voted yes.

INVESTMENTS: None

ADJOURNMENT:

CM Faraci, seconded by CM La Due, moved to adjourn. A voice vote was taken on the motion to adjourn; all voted yes
